Position 1 POSITION SUMMARY
Under the guidance of field coordinator( based in MC Negele Office) the health and nutrition Specialist will be responsible to provide specialized support for Health and Nutrition staffs in MC Negele Office. The position holder will also be responsible to nearly work with indigenous level UN agencies (similar WFP, UNICEF, UNFPA, WHO and OCHA) and secure program supplies expected from them.
Represent MC in indigenous health and nutrition clusters for effective coordination. Management responsibilities provide specialized support include supervising and nearly follow up of MHNT functions and health and nutrition interventions; and liaises with other specialized advisors or specialists to ensure program quality. The position holder will be responsible to represent MC at indigenous level health and nutrition cluster coordination and share the cluster or collaboration meeting excerpts for both Negele and Country office platoon. In addition, he she be responsible for coordinating, supporting, covering, and reporting health and nutrition conditioning MC Negele Program perpetration areas. ESSENTIAL JOB FUNCTIONS
Main responsibility Manage Mercy Corps Emergency Nutrition and Health responses at ground level and provide specialized support for MNHT, HEWs, and health workers. Ensuring some protection and GBV related services mainstreamed in all health and nutrition responses and support the field team to make sure the Health & Nutrition interventions are gender sensitive philanthropic services. Work nearly with the field level fellow, and humanitarian programs manager and other specialized advisors to ensure timely and high- quality emergency responses. Lead and support health and nutrition teams to improve their specialized skills for improved health and nutrition services quality. Manage the flow of tasks and assigning responsibilities among platoon members and harmonizing different activities to ensure successful integration of the health and nutrition components with other subsectors at Negele Office. Prepare implementation plan together with the project coordinators, other health and nutrition team member and follow up of the progress based on the agreed plan. Provide supervision, specialized assistance and capacity building to Community volunteers, health extension workers and Health workers to ensure quality H&N services. Coordinate and liaise with Mercy corps support staffs at field offices for smooth coordination and facilitation of program material procurement, transportation, and other logistic support required at the community level.
Strengthen government relationship and liaise with different sector bureaus directly involve in emergency health and nutrition responses mainly with DRMC, FMOH at indigenous level, for a better coordination and smooth cooperation through common planning, sharing progress updates and manage regular communications. Establish effective collaboration with UN agencies (similar WFP, UNICEF, UNFPA, WHO and OCHA) and other cooperating partners to facilitate the exchange of philanthropic information and manage health and nutrition supplies from separate UN agencies by sharing the forecast and timely requesting.
Represent MC in indigenous health and nutrition clusters for effective coordination and partake the meeting extracts for the team.
Provide specialized support and conduct regular monitoring to ensure the health and nutrition services are line with the public indigenous norms.
Collect and compile yearly and daily progress reports and submit to the Field Coordinator before the due date.
Support and coordinate capacity building efforts in collaboration with Zonal and Woreda health and DRM offices and other concerned agencies. Document and disseminate evidence on case stories, performance, and lessons learned. sharing of information for original stakeholders at field level. In collaboration with the field fellow, respond to requests from emergency coordinators (WFP, OCHA, and UNICEF) for information on project progress, any changes from the plan, challenges and actions taken to make progress towards the goal of the project.
§ Represent MC and Participate in Health & Nutrition related meetings and workshops at Zonal and Woreda level with government, donors and other agencies and follow up on the field team; participate in all coordination forums at Zonal and woreda level and share MC’s achievements and approaches.

ESSENTIAL JOB FUNCTIONS
Program Design and Resource Mobilization Facilitate initiation of project concepts based on participatory need assessment and community precedences. Facilitate involvement of original stakeholders including sectoral offices and community in project identification and conceptualization. ESSENTIAL JOB FUNCTIONS
· Need to have full understanding of Mercy fraternity, Donor and standard procurement policies and procedures and patron procurement regulations.

· Keep records of supplier data baseand maintain files of current market prices for commonly bought particulars.
· Carry out price surveys and maintain price list for routinely bought particulars from favored merchandisers and ensure prices charged by the suppliers are the request prices.
· Ensure MC supply chain procedures are stuck to while purchasing goods services required by MC.
· Work with the procurement committee as per MC Supply Chain Policy to source suppliers.
· Coordinate with the Procurement Manager on procurement planning and budgeting; ensuring all specifications in the purchase importunities are captured in the requests for quotations and subsequently in the purchase order;
· Tracking in- coming shipments of ordered goods, reviewing completeness and accuracy of shipping and confirming timely arrival of the right quantity and quality of delivered consignments.
· Maintain up to date records for all carried goods and services, including approved budgets and supporting documentation purchase requisitions, quotations, bid evaluations, purchase orders, and related documents.
· Assist in communicating changes in the supply chain policies to both Internal and external body and responding to audit queries on time.

· Coordinate seller performance operation review using the approved MC tools and participate in decision making based on the evaluation.

Job Requirements
KNOWLEDGE AND EXPERIENCE
• Degree in Purchasing and Supplies Management, Management, Accounting, Business Administration, or other applicable field is desired;
• 5- 7 years of applicable experience in procurement; and experience with finance is an advantage.
• Strong organizational skills ability to interact effectively with transnational and public personnel.
• Experience of training and mentoring others.
• Excellent oral and spoken English.
• Excellent computer skills in either MS Office or other software.
• 3rd grade driving license.
• A clear understanding of procurement ethics.
• USAID organizations procurement experience is an advantage.
