The National Electoral Board of Ethiopia (NEBE) is an independent organization established in accordance with Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. Since its establishment, the Board has organized different branch services at both the civil and indigenous levels, including the two administrative metropolises.

The NEBE has conducted five public elections, two original elections, and six referendums. 
Since January 2019, in an effort to reform NEBE, the House of Peoples’ Representatives enacted a new proclamation that reduced the management board to five members that serve full time for a period of six years. According to Proclamation no. 1133/2019, the board has the following powers and duties. 

Position 1: Financial and functional Data Analyst 

Education and Work Experience 
MA or BA degree in finance, computer science, data science, economics, or a related quantitative field. 
5 years for a master's or 7 years for a degree in data analysis, finance, or operations management, preferably in a high-volume data environment. 
Expert proficiency in Microsoft Excel for complex fiscal modeling, tentative aggregation, dynamic arrays, LOOKUPs, logical and nested functions, pivot tables, and tentative formatting. 
Demonstrated experience with Power BI or similar visualization tools to create practicable management dashboards. 
Proven ability to manage and query relational databases (e.g., SQL, PostgreSQL). 
Highly desirable proficiency in Python for automating data cleaning, verification, and metamorphosis scripts.

Position 2: Human Resources Development Expert

Education and Work Experience 
BA or MA degree in HRM or Management or Business administration or Business management or public administration and development management 
5 years for a master's or 7 years for a bachelor's in HR administration or development-related job positions. 
Knowledge 
Knowledge of people aspect of Change management methodologies, approaches and models 
Human Resource concepts and applications (Ethiopian labor law and employment-related regulations, HR Policies, procedures, ultramodern practices, approaches and trends) 
Knowledge of HR metrics 
Duty station: NEBE Headquarters, Addis Ababa 

Position 3: Project Finance Expert 

Education and Work Experience 
Master's or BA degree in accounting, economics, business, or related field 
7 years and a bachelor's | 5 years and a master's 
Knowledge 
Knowledge of donors' rules, regulations, and fiscal implementation  primers 
Knowledge of tax laws 
Knowledge of Payroll preparation 
Knowledge of donor financial reporting procedures & formats 
Duty station: NEBE Headquarters, Addis Ababa 

Position 4: Deputy Head, Civic and Voter Education Department 

Education and Work Experience 
MA degree or PhD in social work, business administration, sociology, civics education, political science and international relations, law, public administration, pedagogical studies, education, development studies, and related social science fields. 
9 years for a master's or 7 years for a PhD (4 years in leadership position) 
Duty station: NEBE Headquarters, Addis Ababa 

Position 5: Deputy Head, Procurement Management department 

Education and Work Experience 
Master's or BA degree in Logistics and Supply Chain Management, Operation, Economics, purchasing and supplies management, Marketing or other applicable studies 
9 years for BA Degrees or 7 years for Masters (4 years in leadership position) 
In procurement and contract administration-related job positions 
Mandatory trainings and instruments 
Public Procurement Administration Advanced Level Professionalization Training, IMIS Purchasing Module, e-GP, team leadership, and professional certifications like Certified Professional in Supply Management (CPSM) or Chartered Institute of Procurement & Supply (CIPS). 
Duty station: NEBE, Debre Birhan Branch Office,
