Purpose of Job

Main Functions  

• give specialized and intellectual support in the  operation and  perpetration of the Geothermal threat Mitigation Facility( GRMF), African Single Electricity request( AfSEM), Clean cuisine, and other renewable energy  systems;  

• Liaises with Member States, Regional Economic Communities( RECs), Partners, and other stakeholders on applicable matters in regard to renewable energy  systems;  

• Prepares and develops reports, budgets, and work programmes related to the functioning of GRMF, Clean Cooking, AfSEM and other renewable energy  systems;  

• Provides support to develop resource  rallying strategy with stakeholder’s collaboration;  

• Manages and supervises employees under supervision with regard to organization and performance evaluation;  

• Conducts complex analysis and generates accurate reports in a timely manner for the Division and AU’s internal use;  

• Supports the promotion of the activities of the energy division activities including preparing leaflets, guidelines, and fact sheets as may be  needed;  

• Contributes actively to the development of strategies, policies, programmes, and plans of GRMF, Clean Cooking, AfSEM, and others.  

Specific liabilities  

• Provide specialized input for the  nonstop  enhancement of the GRMF, Clean Cooking, AfSEM design and performance;  

• Provide specialized input for strategic planning, design, development and implementation of GRMF, AfSEM, and other energy division projects;

• Support the RECs and Member States in designing and implementing policy measures to stimulate private sector participation in renewable energy projects development, including geothermal projects;  

• Provide support to coordinate and collaborate with crucial partners and  transnational initiatives in renewable energy and power markets;

• Prepare  colorful project concepts and proposals for submission to development partners and strategic partners for specialized and  fiscal support;  

• Conduct monitoring, and evaluation of renewable energy projects and programmes in the continent;  

• Prepares and coordinates studies and research in the areas of renewable energy and power trade;  

• Organizes and service workshops, seminars, and meetings on energy matters;  

• Conducts the work of the Specialized Technical Committee( s) andSub-Committees on energy issues;  

• Coordinate strategic partnerships to support resource mobilization and effective implementation of renewable energy programmes;

• Facilitate  rapid-fire dispersion and exchange of information among RECs, Member States, development  mates, and technical institutions in the energy sector;  

• Organize indigenous training and experience- sharing events in collaboration with capacity- building partners, RECs, Member States, technical institutions, and academia;  

• Prepare proposals of programmes and projects for capacity structure in the field of renewable energy( including geothermal and clean cooking) and power trade to support RECs and Member States;

 • Represent the AU in indigenous and  transnational renewable energy( including geothermal) and power trade conferences, workshops, meetings and seminars.

• Performs any other duty as may be assigned by the Head of Division;  

Academic Requirements and Applicable Experience  

• A Master’s Degree in Energy/ Electrical/ Mechanical/ Chemical Engineering, Energy Economics, Energy Management, Energy law or in related fields with seven (7) years of working experience three (3) at the administrative level. or  

• A Bachelor’s degree in Energy/ Electrical/ Mechanical/ Chemical Engineering, Energy Economics, Energy Management, Energy law, or in related fields with ten (10) years of working experience with three (3) years at the administrative level.

Main Functions  

a) Facilitates the identification of top priorities for the  elderly leadership of the Africa CDC’s 4- year mandate.

Specific Responsibilities  

a) Ensure effective execution of the Africa CDC’smulti-year Strategic Plan.

Academic Requirements and Applicable Experience  

a) Degree original to Doctor of Medicine orPh.D in Applicable Medical Sciences from a recognized institute or university. In addition, to the Croaker of Medicine or aPh.D, a Master’s degree in public health( MPH), or epidemiology or equivalent is required.  

b) At least 15 years of experience in public health management, planning, or public policy development with evidence of ever- increasing levels of responsibility at the  public level or above.  

c) At least 15 years ’ proven experience in functional management of a public health organization at country, indigenous or international level, with at least ten (10) years of directorial experience involving a minimum of five (5) years administrative exposure.

Academic Conditions and Applicable Experience

• Must  presently be working in a combined clinical and laboratory role (mandaatory).  

• Applicable Must be licensed to practice medicine as a Laboratory Medicine Specialist in his/ her home country or country of residence, as at the time of  operation(  obligatory).  

• Experience as head of a clinical unit, section, service or department will be an advantage.

• Coordinates the establishment of the AU  fiscal institutions( African Central Bank, African Investment Bank, African Monetary Fund and Pan African Stock Exchange) and promote innovative finance, Fintech and microfinance to accelerate  fiscal inclusion;  

• Leads the promotion and the coordination of activities on domestic resources mobilization and fight against  lawless fiscal Overflows( IFFs) including monitoring the implementation of the recommendations of High Level Panel Report on IFFs and Africa initiative on duty Transparency and Exchange of Information for tax purposes and leads the production of revenue statistics report on Africa;  

• Conducts policy exploration and debt sustainability analysis in order to ameliorate macroeconomic surveillance and understanding of autonomous debt risk profile and the policy tools that Member States can deploy to contain debt  torture; and research to improve capacities of Member States in analysing and managing policies to promote sustainable structural  profitable transformation and poverty reduction;  

• Leads the production and dissemination of the AU flagship publications and other knowledge products on Africa arising macroeconomic and development issues including Africa’s Development Dynamics and the association of Congress of African Economists, Fridays of the Commission; amongothers.;

• Liaises with the Integration Division to organise meetings for Specialized Technical Committee on Finance, Monetary Affairs, Economic Planning and Integration as well as conditioning of the F- 15 Ministers in close collaboration with the Director of Finance;  

• Evaluates  transnational  profitable conferences,  similar as the G20, the G8, F- 15; and other  profitable forums;  

• Collaborates with partner institutions; research think tanks and universities, both within and outside Africa, in order to deepen  logical capacity and broaden the scope and outreach of the AU research work;

• Oversees the progress of implementation of activities of the division and provide programmatic/  substantial reviews of the drafts prepared by staff;

 • Contributes in conducting analysis and generates accurate reports in a timely manner for the Infrastructure and Energy Department and AU’s internal use.  

• Provides specialized support to internal and external stakeholders in relation to the Department’s procurement conditioning.  

• Conducts  primary research on  separate policy areas and suggests improvement on existing policy areas.  

• Engages with applicable stakeholders and develop working relationships.

• Supports the promotion of the activities of the Infrastructure and Energy Department and Regional Geothermal Coordination Unit( RGCU) including preparing leaflets, guidelines and fact sheets.  

• Implements the procurement function of the GRMF.  

• Provides strategic and  functional advice to the RGCU, the design  inventors under GRMF and to the GRMF

Oversight Committee.  

• Ensure fulfillment of the applicable financial and procurement rules regarding all activities related to GRMF.  

Specific Responsibilities  

• Manages end – to – end procurement activities from planning to contract award  

• Participates in the execution of predefined programmes and activities of the Department, including the GRMF.  

• Provides guidance to Business Units on procurement and support the Business Units in creating Procurement Plans and estimates.  

• Provides advice and guidance to Business Units concerning development of specifications for the acquisition of goods or related services including preparation of price estimates on procurement requests fornon-standard items.  

• Monitors and tracks the implementation of the Periodic Procurement Plan in close collaboration with Business Units.  

• Ensures the effective exchange of information between the Department, the Procurement Unit and all applicable Departments involved in the procurement process.  

• Facilitates and conducts procurement training covering procurement principles, techniques, processes and systems for African Union staff, and promote understanding of the AU procurement manual.  

• Reviews submissions from Divisions Units and the RGCU for compliance with procedures  previous to submission for consideration and approval by the Internal Procurement Committee or Tender Board.  

• Monitors and tracks the Implementation of the Periodic Procurement Plan in close collaboration with Business Units.  

• Facilitates and conducts Procurement training in procurement techniques, processes and systems for African Union staff.  

• Prepares and presents procurement cases to the applicable authorities for approval.  

• Identifies and manages procurement risk in the procurement cycle.  

• Implements the procurement function of the GRMF by performing specific tasks for the programme  

• Provide procurement support at 1st level, 2nd  position and 3rd level procurements of the project phase duringpre-qualification, Application and Contracting phases of the GRMF.  

• Provide input in Request for Proposals, Instructions to Applicants, Grant Contracts, and all other documents pertaining to the GRMF  design.  

• Coordinate Application receipts and participate in evaluations with Specialized Assistant and Procurement and Legal Departments of the AUC.  

• Participate in Monitoring and Evaluation Missions for the GRMF for activities under procurement functions at 3rd level procurement management.  

• Identify issues requiring AUC legal, procurement and  fiscal advice and liaise with the concerned AUC  services to find solutions.  

• Liaise with the  colorful actors and stakeholders of the program including donors to ensure clear flow of information and smooth implementation of the program.  

• Keep track of due reports, payments, monitoring and evaluation activities, meetings as well as all logistical and financial matters to  insure timely completion of reports, conditioning, and payments.  

• Proactively prompt concerned AUC sections on  needed  conduct and deadlines regarding the GRMF to ensure the successful completion of the project.  

• Review and monitor disbursements to developers and contractors.  

• Develops, executes, and administers complex procurements for different procurement requirements in accordance with GRMF Procurement Guidelines and Early Contract Manual in line with AU Regulations and internally accepted standards and procedures.  

• Reviews  cessions from Geothermal Developers for compliance with laid down procedures.  

• Performs any other applicable duty/ responsibility assigned by the Supervisor.  

Academic Requirements and Applicable Experience  

• Bacher’s degree with in Procurement, Law, Commerce, Finance/ Accounting/ Business administration, Economics, Engineering with 5 years ’ experience in the field of Procurement, Law, Commerce, Finance/ Accounting/ business Administration within a major Government, International Organization, large Public or Private sector association  Or  Master’s Degree in  analogous studies with 2 years applicable experience

TENURE OF APPOINTMENT The Appointment will be made on a fixed term contract for a period of one( 1) year, of which the first three( 3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a  analogous period subject to funding availability, satisfactory performance and agreed deliverables.

REMUNERATION The  payment attached to the position is an periodic lump- sum ofUS$ 85,212.07( P2 Step 5) inclusive of all allowances for internationally recruited staff, andUS$ 66,751.81 inclusive of all allowances for locally recruited staff of the African Union Commission.
