National Election Board of Ethiopia Vacancy National Electoral Board of Ethiopia( NEBE) is an independent organization established in accordance with Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. Since its establishment, the Board has organized different branch offices at both the civil and indigenous levels, including the two administrative cities. The NEBE has conducted five public elections, two original elections, and six referendums. Since January 2019, in an effort to reform NEBE, the House of Peoples’ Representatives enacted a new proclamation that reduced the management board to five members who serve full-time for a period of six years. According to Proclamation No. 1133/2019, the board has the following powers and duties.
Position 1: Program Assistant
Education and Work Experience
- BA or MA degree in Management, Public Administration, Secretarial Science and Office Management, Law, Political Science, or related fields.
- 3 years and Bachelor's | 0 years in Master's.
- Including strong experience in event management and travel Knowledge
- Proficiency in written and spoken English and Amharic is required.
Computer knowledgeable.
Knowledge of other original languages is profitable.

Position 2: Cyber Security Expert
Education and Experience
- BSc. CS, CE, SE, and related fields with a minimum of. 3 years of experience in this position
Specialized Skills
- Strong knowledge of network security, cryptography, malware analysis, cloud security( AWS/ Azure/ GCP), and zero-trust architecture.
- Proficiency in scripting( Python, Bash, PowerShell) for automation.
Soft Skills
- Strong problem-solving, logical, and communication skills.
- Ability to work under pressure during security incidents.
Preferred Qualifications
- Experience with threat intelligence platforms( MISP, Recorded Future).
- Knowledge of DevSecOps & secure SDLC practices.

Position 3: DevOps Engineer
Education and Experience: BSc. CS, CE, SE, and related fields with a minimum of 3 years of experience
Specialized Skills
- Cloud Platforms AWS/ GCP/ Azure( instruments preferred).
- Containers & K8s Docker, Nomad, Kubernetes( CKA/ CKAD a plus). o CI/ CD Tools GitHub conduct, ArgoCD, Jenkins.
- Scripting Bash, Python, or Go. o Monitoring Prometheus, Grafana, Kibana, ELK. Soft Skills
- Strong problem-solving and collaboration with Dev/ QA teams.
- Ability to document processes and mentor inferior engineers. Bonus Skills
- GitOps( FluxCD, ArgoCD).
- Service Mesh( Istio, Linkerd).
- Multi-cloud/ Edge deployments.

Position 4: Head, Civic and Voter Education Department
Education and Work Experience
- MA/ M.Sc. degree or PHD in Social Work, Business Administration, Sociology, Civics Education, Political Science and International Relations, Law, Public Administration, Pedagogical Studies, Education, Development Studies, and related social science fields.
- 10 years and a Master's | 8 years and a Ph.D.| 4 years in a leadership role.
Knowledge and Skills
- Strong understanding of communal education principles, voter rights, and electoral processes.
- Excellent communication and presentation skills, with the ability to convey complex information clearly and effectively.
- Leadership abilities, with experience in managing teams and collaborating with different stakeholders.
- Ethical mindset with a commitment to transparency, fairness, and impartiality.
- Fluency in English and Amharic required( written and spoken),

Position 5: Deputy Head, General Service Management Department
Education and Work Experience
- Ph.D.| master’s in Business Administration, Public Administration, Facilities Management, Logistics & Supply Chain, Civil Engineering, or other related fields.
- 9 years and Masters| 7 years and Ph.D.| 4 years in a leadership part.
- Proven experience in General services, facilities, logistics, or operations in medium to large organizations.
- Experience in supervising staff and managing contracts is required.
- NGO, Corporate, or Government sector experience is an asset.Know How( Skills)( Technical competencies)
- Strong understanding of facilities and logistics operations, procurement processes, and administrative services.
- Excellent leadership, decision- making, and problem- solving skills.
- Ability to collaborate effectively withcross-functional teams and stakeholders.
- Strong communication and negotiation skills.
- Proficiency in applicable software and tools for installation, operation, procurement, and executive services.

Position 6: Election Operations Advisor to the Speaker
Education and Work Experience
- MA degree or PHD in Management, Economics, Project Management, Business Administration, or public administration and other related fields.
- 9 years for Masters or 7 years for PHD( 4 years in leadership position) Know- How( Skills)( Technical competencies)
- Strong logical and strategic thinking abilities.
- Excellent communication and interpersonal skills.
- Proficiency in functional planning and logistics.
- Budget management expertise.
- Conflict resolution and problem-solving abilities.
- High ethical standards and integrity.
- Ability to work collaboratively and efficiently within a team.
- Familiarity with electoral processes is a plus.
