National Election Board
The National Electoral Board of Ethiopia (NEBE) is an autonomous body established under Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia.
Since January 2019, to reform NEBE, the House of Peoples’ Representatives passed a new proclamation that reduced the management board to five members who serve full-time for a period of six years.
Position 1: Executive Assistant
Reports to: Deputy Board Chairperson
Duty Station: NEBE Headquarters, Addis Ababa
Duration: Permanent
Salary: As per the organization's salary scale (competitive)
Primary Responsibilities:
- Coordination and Communication
- Maintenance of Confidentiality and Integrity
- Documentation
- Budget and Resource Management
- Support to Initiatives of the Chairperson
Qualifications:
- Bachelor’s or master's degree in management, secretarial and office management, public administration, law, political science, or related fields
- 4 or 2 years of relevant experience
Position 2: Election Operation Planning Expert
Reports to: Head, Election Operation Department
Duty Station: NEBE Headquarters, Addis Ababa
Duration: Permanent
Salary: As per the organization's salary scale
Duties and Responsibilities:
- Preparation of election operation plan and report
- Preparation of election operation schedule
- Preparation of forms used for election execution
- Preparation of voting papers and documents and monitoring their purchase
- Collaboration with the Head of Election Operations and support for security measures
Position 3: Regional Field Operations Desk Coordinator
Reports to: Head, Election Legal Department
Duty Station: NEBE Headquarters, Addis Ababa
Duration: Permanent

Qualifications:
- Master's or bachelor's degree in business management, public administration, political science and international relations, law, and related social science fields
- 7 years for a master's or 8 years for a bachelor's of relevant experience, including 4 years in a leadership role
Position 4: Junior HRM Expert II
Reports to: Head, HRM Department
Duty Station: NEBE Headquarters, Addis Ababa

Qualifications:
- Master's or bachelor's degree in HRM, management, business administration, or public administration and development management
- 4 years with a bachelor's or 2 years with a master's of relevant experience
Position 5: Deputy Head – Archives and Institutional Memory Department

Position 6: Backend Developer
Reports to: ICT Project Manager

Position 7: Full-Stack Software Developer

Skill Requirements:
- Backend Proficiency: Strong experience with at least one of the following backend stacks:
- PHP: Proven experience with modern frameworks like Laravel or Symfony
- Python: Proven experience with Django or Django REST Framework
- Frontend Proficiency: Strong experience with modern React, including:
- React Hooks, Functional Components, and JSX
Position 8: Mobile App Developer
Reports to: ICT Project Manager
Duty Station: NEBE Headquarters, Addis Ababa
Duration: Six months with the possibility of extension

Qualifications:
- Bachelor’s degree in computer science, computer engineering, software engineering, or related fields with a minimum of 3 years of experience
- Technical Skills:
- Flutter & Dart: 2+ years of production-level experience
- UI/UX: Expertise in Material Design/Cupertino widgets, custom animations
- State Management: Provider, Riverpod, or Bloc patterns
- Backend Integration: Firebase (Auth, Firestore), REST/GraphQL, WebSockets
- Tools: Android Studio/Xcode, Git, JIRA
Position 9: Database Administrator
Reports to: ICT Project Manager
Duty Station: NEBE Headquarters, Addis Ababa
Duration: Contract (six months with the possibility of extension)

Qualifications:
- Experience in data replication and designing using MSSQL/Oracle/Postgres server systems and implementation
- Experience in Windows Server operating systems and Linux
- Working knowledge of virtualization, virtual machines, VMware, and SAN storage
• Proficient in Structured Query Language (SQL)
• Experience in programming using any of the following languages: Java, PHP, Python, JavaScript, Crystal Reports, or Jaspersoft
Position 10: DevOps Engineer
Reports to: ICT Project Manager
Duty Station: NEBE Headquarters, Addis Ababa
Duration: Six months, with the possibility of extension

Education and Experience
Bachelor of Science in Computer Science, Computer Engineering, Software Engineering, or related fields, with a minimum of three years of experience
Technical Skills
• Cloud Platforms: Experience with AWS, GCP, or Azure (certifications are a plus).
• Containers & Kubernetes: Proficiency in Docker, Nomad, and Kubernetes (CKA/CKAD certifications are a plus).
• CI/CD Tools: Familiarity with GitHub Actions, ArgoCD, and Jenkins.
• Scripting: Knowledge of Bash, Python, or Go.
• Monitoring: Experience with Prometheus, Grafana, Kibana, and ELK
Position 11: Cyber Security Expert
• Bachelor of Science in Computer Science, Computer Engineering, Software Engineering, or related fields, with a minimum of three years of experience in this role
Technical Skills:
• Strong knowledge of network security, cryptography, malware analysis, cloud security (AWS/Azure/GCP), and zero-trust architecture
• Proficiency in scripting (Python, Bash, PowerShell) for automation
