USAID/ Ethiopia’s Office of Humanitarian Assistance (OHA) is responsible for coordinating the USG’s emergency humanitarian response in Ethiopia and supporting Ethiopia’s relief-to-development continuum. In collaboration with USAID’s Bureau for Humanitarian Assistance( BHA), OHA provides life-saving humanitarian assistance — including food, water, shelter, emergency healthcare, sanitation and hygiene, and critical nutrition services, and takes a holistic look at humanitarian aid, furnishing backing ahead, during and after an extremity — from readiness and response to relief and recovery. This includes non-emergency programming that's foundational to linking humanitarian assistance to long-term development to ensure USG and GoE development gains are protected.  

The Supervisory USAID Development Assistance Specialist serves as the Family Health Team Lead, providing strategic, specialized, and executive leadership for the management and coordination of all funded Family Health activities and personnel assigned to manage them within the team. The Specialist ensures that US Government( USG) support in primary health care services and systems strengthening for improved health outcomes is provided according to evidence-based public plans and strategies and that USG strategically provides expert advice, financial support, and other assistance in harmony with USG foreign assistance programs.  

Position Computer Management Assistant 

Minimum QUALIFICATIONS REQUIRED FOR THIS POSITION  

Education Two years of full-time post-secondary study( or the original hours spread across a part-time study period) at a college or university, in Computer Science, Information Science, Computer/ Electronics Engineering, or other related areas. 

Previous Experience Three years of work experience in providing application and hardware support in Networked Computer systems environment that includes maintaining and troubleshooting Windows 2003 grounded servers, desktop computers, printers, UPSs, telephone systems as well LAN and Wan systems.  

Language English and Amharic at Level IV.  

EVALUATION AND SELECTION FACTORS  

The Government may award a contract without discussions with candidates by FAR52.215- 1. The CO reserves the right at any point in the evaluation process to establish a competitive range of applicants with whom negotiations will be conducted under FAR15.306 (c). In agreement with FAR52.215- 1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an effective competition can be conducted, the CO may limit the number of candidates in the competitive range to the topmost number that will permit an effective competition among the most highly rated offers. Rating factors are used to determine the competitive ranking of qualified candidates in comparison to other candidates. Candidates must demonstrate the rating factors outlined below within their resume, as they're evaluated strictly by the information provided. The rating factors are as follows  

EVALUATION FACTORS  

EDUCATION (10 points) Points will be given for (1) education above the minimum level and/ or (2) technical education material for the position. and/ or (3) technical training material for the position.  

WORK EXPERIENCE (30 points) Points will be given for (1) experience above the minimum levels required, (2) technical experience material to the position, (3) experience in material development backing activities,(4) experience in development organizations that are large and/ or international.  

KNOWLEDGE (30 points) The incumbent must know about computer systems management sufficient to assure the continued effective operation of a computer installation designed to provide automation support to a large organization.  

SKILLS AND ABILITIES (20 points) Ability to relate proposed projects and priorities to the capabilities and limitations of the computer system and components to determine the ability to meet support requirements. Ability to articulate system requirements to managers to secure support of computer and automation programs and to maximize opportunities for automation. Ability to balance workload demands between the central system and individual user requirements.

BASIS OF RATING Candidates who meet the minimum

Qualifications will be evaluated by the Evaluation and Selection Factors. Candidates should address these factors in the offer package, describing specifically and accurately what experience, training, education, and/ or awards they've received as it pertains to the factors. Failure to address the Evaluation and Selection Factors may result in not receiving credit for all material experience, education, training, and/ or awards.  

The highest-ranking applicants may be selected for an interview and writing test. Interviews may be conducted either in person or by telephone/ video call at USAID’s discretion.  Final TEC recommendations for the candidates will be grounded on the original evaluation of the applications, interview performance, and written test. USAID/ Ethiopia won't pay for any expenses associated with interviews. Satisfactory Professional Reference Checks – Pass/ Fail( no points assigned). Reference checks will be conducted only for the first-ranked candidate. Please be advised that references may be obtained independently from other sources in addition to the ones provided by an offeror. However, this should be stated in the candidate’s cover letter, and USAID won't contact those references without contacting the candidate, If a candidate doesn't wish USAID to contact a current employer for a reference check.  

MARKET VALUE$ 12,764 –$ 22,964 monthly i.e., original to FSN – 08. By AIDAR Appendix J and the Original Compensation Plan of USAID/ Ethiopia. Final compensation will be negotiated within the listed market value. Salary will be paid in original currency at the exchange rate in effect when the payroll is processed.
