Ethiopia Sustainable Land Management Program  

Ethiopia’s Sustainable Land Management Program (SLMP) was launched in 2008 to address two of the country’s most significant experimental and environmental problems agrarian productivity and land degradation. The SLMP is a flagship programme by the Government and is implemented by the Ministry of Agriculture and Natural Resources (MoANR) as the Project Executing Agency. The programme itself as well as affiliated projects received broad support by several development partners that includes the World Bank, Green Climate Fund, KfW Development Bank, and Norwegian Embassy.  

Building on former support, the Royal Norwegian Embassy in Addis Ababa has committed up to15.0 million EUR for the support of Climate Smart Agriculture (CSA) as part of the SLMP programme. The Royal Norwegian Embassy will delegate implementation of the project to KfW Development Bank. Parts of the Norwegian  fiscal contribution will be used to hire an Implementation Consultant to support Ministry of Agriculture( MoA) in managing the project.  Project Overview  The Norwegian government established a delegated cooperation on CSA in the existing ‘flexible Landscapes and Livelihoods Project ’ RLLP/ SLMP watersheds in the indigenous states of Oromia, Amhara, Southern Nations (SNNP) and Sidama. This delegated cooperation is to complete the measures that have started under RLLP and extend the interventions in a phased approach to fresh watersheds

We'd like to recruit the following listed positions for the  forthcoming Norwegian Support to Climate Smart Agriculture in the Sustainable Land Management Program (SLMP) in Ethiopia project on the condition that we win the bid.  The CTA shall be responsible for assisting the  public PCU as well as the applicable project implementing agencies at indigenous and Woreda levels in the overall management of the project.

This overall responsibility mainly comprises all activities related to planning, implementation coordination as well as implementation supervision. Furthermore, the CTA will have to play a specialized supervisory role for the overall progress of the program. In this context, he'll particularly be in charge of  fiscal planning and the follow up of activities, procurement planning, and implementation, overall logistical support for a smooth  prosecution of the project measures. The CTA shall play a major  part in the management, maintenance and reporting of the Disposition Fund( DF) accounts to which he'll continue to be a mandatory signatory.  The( CTA) supports and advises the PCU at the civil level on financial decision making related to the KfW- SLM. Funding and other decisions related to implementation are made by the PCU coordinator while the implementation of  similar decisions is facilitated by the CTA and the Consultant team.

Duty stationAddis Ababa with frequent travels to the regions.

Job Requirements  

Profile (Qualification)  

Education  

Postgraduate university degree in agriculture, rural development,agro-economics, or a related discipline( natural resource management in a wider sense).  

Sectoral experience

At least 10 years of practical professional experience in the sector with practical experience demonstrated by at least one long- term assignment;

Good understanding and proven track record in areas similar as climate-smart agriculture, agrarian development, natural resource management, water resource management, land use techniques, value chain development,etc.;

Strong background in management and financial administration of developmentprojects.Regional experience Work experience in colorful countries preferably inSub-Saharan African countries with  analogous socio- profitable conditions;

former work in Africa, especially Ethiopia would be a strongasset.

Leadership experience

Experience as team leader or project manager/ coordinator preferably in long- term assignments of developmentprojects.

Donor experience

Professional experience with donor- funded projects with focus on German Financial Cooperation( management procedures, reporting,etc.).  

Position 2 National Deputy Chief Technical Adviser (DCTA) –ETH_DCTA_04_2023  

Duty stationAddis Ababa with frequent travels to the intervention regions.  

Duration of the projectis 40 months.  

Job Requirements  

Profile (Qualifications)  

Education

Postgraduate university degree in a discipline of rural development, agroeconomics development economics, or a related discipline;

Sectoral experience At least 10 years of practical professional experience in the sector; proven work experience in areas  similar as land management, agrarian development, climate smart agriculture, water resource management for agriculture, integrated  pastoral development, adaptation to climate change; Regional experience Working experience in  colorful parts of highland Ethiopia; work experience beyond Ethiopia would be an asset; Leadership experience Experience in project management, preferably as project coordinator or  public team leader, including experience in monitoring and evaluation of projects, preferably of development cooperation systems

Donor experience

At least 5 years work experience with donor- funded projects preferably in leadership positions; working experience with German Financial Cooperation would be a plus;

Language skills  

Proficiency in the English language.  

Position 3 Climate Smart Agriculture Specialists – three positions –ETH_CMA- Specialist_04_2023  

Duty stationIn the capital cities of the selected indigenous states.  

Duration of the projectis 40 months.  

Job Requirements  

Profile (Qualifications)  

Education  Postgraduate degree in, agricultural engineering, agronomy, or a related discipline;  

Sectoral experience  

Good knowledge and at least 7 years of practical experience in agricultural development linked to climate smart agriculture and sustainable land management; Track records for projects related to multidisciplinary and intertwined approaches in SLM practices; Proven experience in the planning and establishment of innovative agrarian crops production systems;

Experience in working with  pastoral communities in highland Ethiopia; experience and proven track record in participatory methods.  

Regional experience  

Experience in work in rural areas in highlands through long- term assignments;  

Donor experience  former experience with work for donor- funded projects in similar positions;  

Language skills  

Proficiency in the English language.  

Position 4 Regional Livelihood and Value Chain Specialist –ETH_RLVC-Specialist_04_2023

Duty station Addis Ababa with frequent travelling to the regions.  

Duration of the projectis 40 months.  

Job Requirements  

Profile (Qualifications)  

Education  

Postgraduate university degree in a field directly applicable for this assignment;  

Sectoral experience  

Good knowledge and at least 7 years of practical experience in business planning, livelihood development and value chain development; Track record for projects related to multidisciplinary, intertwined approaches in rural livelihood development;

Proven experience in the planning and implementation of value chain measures (the CV should name specific value chain objects in which the candidate has gained experience);

Experience in working with rural communities; experience and proven track record in participatory methods.  

Regional experience  

Experience in work in rural areas in long- term assignments;  

Donor experience  former experience with work for donor- funded projects in similar positions;  

Language skills  

Proficiency in the English language is a prerequisite.  

Position 5 Regional Financial Management Specialists – three positions –ETH_FINMGT_04_2023  

Duty station In the capital cities of the selected regional states.  

Duration of the projectis 40 months.  

Job Requirements  

Profile (Qualifications)  

Education University qualification in an applicable field similar as procurement and supply chain management, business administration or a related fields;

Sectoral Experience At least 7 years of practical work experience in this field, gained in  transnational organisations, and/ or funding agencies; good knowledge of executive procedures and experience in programme/ project implementation, procurement, and financial management;

Donor experience Track record for work for a project funded by an  transnational donor; former work for a project funded by German Financial Cooperation would be a strong asset;

Language skills Proficiency in the English language.
