MISSION AND MAIN ACTIVITIES
The Country Supply Manager is responsible for setting up and managing the mission’s procurement. He She'll be the lead in setting up strategic contracts and Framework Agreements for the mission. He She's responsible to ensure that the procurement team under his management is working in an effective and effective way ensuring the best possible processing of international procurement for mission offices and ensuring a timely review and validation of procurement processes done in the mission and keeping a close contact with the team in ALIMA Desk for all international orders.
Position 1 Supply Manager
1. MISSION ’S PROCUREMENT MANAGEMENT
• Conduct original market analyses to identify market segments and implicit suppliers.
• Develop a contracting strategy to cover the market categories for identified program needs.
• Support program staff in the set up and updates of procurement plans for each award and manage the mission’s consolidated master procurement plan keeping it updated and producing procurement function action plan and force plan.
• Develop procurement strategy in which decentralization versus centralization purchase benefits are evaluated, stylish contracting strategy is developed and set up, and develop procurement work- plan for the whole country.
• Put in place suppliers lists in link to different market segments, managesub-contracting risks.
• Liaise with other NGOs/ UN agencies on price comparison and verifications.
• Set up ways of working, procedures, internal control systems within the unit.
• Manages field offices expenditures beyond an established threshold ensuring the procurement unit is setting up contracts
• Lead big volume or complex procurement processes on behalf of the field office.
• Ensure an internal review and validation mechanism is in place for procurement processes managed at field office level to strengthen compliance and reduce risks for the organization.
• Lead the roll out of the procurement manual in the country.
2. PROCUREMENT TEAM MANAGEMENT
• Ensure that the staff working in procurement have the right level of expertise, clear job description and work plan, and performance management.
• Ensure that capacity building in procurement specialized expertise is developed for staff in procurement and for people performing purchasing activities in the field offices.
• Ensure that the public and international procurement trackers are regularly updated and that data is accurate.
• Produce yearly summaries and monitor the function with KPIs.
• Run regular analysis over prices, over suppliers usage and performance, over adherence to procurement plans.
• Encourage the procurement team in field locations to have regular meetings with programmes to update the Procurement plan.
• Oversee and monitor, and act as contact person for transnational procurement.
• Be focal person for international ordering and follow- up – use MSF Supply portal for ordering and monitoring (KPIs).
• Full compliance with government importation procedures(e.g. duties, insurance,etc.), monitor the work of clearing agents acting on behalf of ALIMA – be updated on and apply for any duty exemptions.
• Establish a professional relationship with the indigenous procurement teams.
• Monitor international order process at indigenous level and keep the programme informed about any implicit detainments in deliveries.
• Help programmes in improving the collaboration concerning international procurement, from identification of the needs to their expression.
3. AD HOC PROCUREMENT SUPPORT
• In collaboration with the Logistics Coordinator, provides support to field offices in complex procurement processes by supporting the needs expression and furnishing specialized support on the stylish way to handle procurement processes.
• When developing original procurement requests, assist and train medical and program teams with information (e.g. lead times prices) and correct use of forms and templates.
• Visit field offices to provide support, coaching to the procurement team.

5. INTERNAL CONTROL
• Run tenders and submit applicable documentation for review and validation to the field offices.
• Ensure management of all procurement contracts in the coordination, monitor specific contracts.
• Use FinScan for due diligence and background checking of contracted suppliers.
• Ensure roles and responsibilities of procurement commission members are known and people adhere to it.
• Review procurement waivers and insure that they're biddable previous to submitting to the required person for approval.

Position 2 Afder- Three (3) Mental Health and Psychosocial Support Officers
Job Description
MISSION AND MAIN ACTIVITIES
Providing internal health and cerebral support to patients according to International, National and ALIMA principles, standards and procedures in order to improve the patients ’ internal health.
MAIN ACTIVITIES
• Providing cerebral support and psychotherapy sessions( individual, family, group) to patients beneficiaries according to layer 1 – 2 of MHPSS pyramid, National and ALIMA protocols in order to improve their internal health and psycho-social conditions with full focus to glutted children in the SCs.
• Carrying out evaluation of internal health needs of patients beneficiaries and establishing a diagnosis and a plan of treatment. Support the integration of internal health and psychosocial support into different conditioning of the design.
• Under supervision of the MHPSS Manager, implementing the Sexual Gender Based Violence( SGBV) protocol, identifying possible victims of SGBV, and set referral linkage and collaboration with applicable partners and collaborators on MHPSS service and management of cases with internal illness and GBV
• Assisting and training staff members and resourceful people whenever necessary in order to enhance the scope of MH activities.
• Together with community workers( HEW, CEW, NHE,) conduct home visits to follow- up beneficiaries when needed

Ensure completion of all medical activities related data into the project/ mission databases. • Work nearly with MOH staff at Health posts, Health center, and hospital position. grease mobile health and nutrition activities through sample instance collection like; blood drawing of patients for laboratory investigations. give specialized assistance for MHNT and MoH staff. Participate in capacity building training and health education sessions.
• Ensuring the compliance of International and ALIMA hygiene and safety protocols, both individually and collectively as well as informing staff of existing natural risks.
• In collaboration with MoH Lab responsible, and the hospital management team, putting in place blood transfusion activities collection, qualification, hemovigilance. Ensuring the transfusion safety and security and the correct management of blood banks.
• In collaboration with the MoH lab administrator, participate in disease surveillance, organize correct sample collection, storage/ conservation and transportation.
• In collaboration with MoH lab Responsible and staff, performing laboratory tests and carrying out sample collection( serology, hematology, biochemistry, bacteriology, parasitology) in accordance with prescriptions as well as ensuring that quality control tests are carried out regularly. Informing the croaker of the results of the tests and keeping a record of the analysis with data from patients.

• In cooperation with the logistics department, ensuring that cold chain is properly maintained in Laboratory areas for both samples and reagents.
• With collaboration of MoH laboratory Responsible, ensuring proper registration and needs of all lab related activities and enforcing a correct use of the associated operation tool in order to have a proper recording of laboratory activities.
• Supervising, in close coordination with the MOH Lab responsible and HR department, the associated processes( recruitment, training/ induction, coaching, evaluation, implicit detection, development and communication) of the staff in order to ensure both the sizing and the amount of knowledge required
• Ensuring that all staff using medical devices in the laboratory are good and trained. Ensuring cleaning and preventative maintenance tasks are performed according to the protocols. Reporting any malfunction of laboratory devices to the project biomedical service. • Producing regular reports on the testing and on any issues problems related to laboratory personnel and/ or the material used.
• Ensuring proper and timely data collection from people assigned to and assure analysis of yearly data for laboratory activities under his/ her responsibility. Prepares the yearly lab sitrep. Reviewing all labo/ transfusion incident reports and intervenes when necessary.

Position 6 Project Pharmacy Supervisor
Job Description
MISSION AND MAIN ACTIVITIES
Ensuring general functioning of the pharmacy and supervising pharmacy supply chain processes in accordance with ALIMA norms, protocols and procedures, in order to ensure its efficiency and operating availability.
To Support ALIMA intervention in MOH health facilities, this position will support the being MOH teams with supply chain & pharmacy management. The main mission of the pharmacy manager has four axes
• Ensure the medical supply of the project and the support units (transport, storage, ordering, distribution) whether in the main stock or activity stock.
• Guarantee the safety of patients by respecting all the standards defining the management, handling and use of medicines and medical inputs for the project.
• Guarantee the compliance of the management of medical inputs with the rules defined by the health authorities.
• Accompany the managers of the colorful stocks in support and supervision of the logistics and medical referents.
MAIN ACTIVITIES
1. Order and supply tracking
• Coordinating the delivery, reception and recording of transnational and original orders, in close coordination with the logistics department, updating stock files
• Check that the contents of the boxes received correspond to the transport documents and that none is damaged. else, report the anomalies.
• Establish the reception report (acknowledgment of receipt) and send it to the medical referent and the logistics coordinator.
• Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing applicable quality controls and records, in order to ensure good storage conditions( temperatures, humidity and light exposure) and availability of drugs and medical material, according to ALIMA protocols, public regulations and in cooperation with the logistics department.
• Ensure the proper arrangement of the colorful particulars in the stock according to the FEFO rules, according to the ALIMA standards and according to the needs of stock management separated by donors.
• Ensure good traceability of items, by recording all stock movements on the colorful management tools( purchase order/ delivery, stock cards, management software) and according to separate stock management needs by donors.
2. Project supply
• Define in collaboration with the Medical Referent the drug distribution circuit and set its management software according to the validated circuit.
• Establish and update a chronogram of pharmacy activities (orders, supply, reporting, donor reports, supplies, strengthening of team skills; monitoring of manager activities,etc.)
• Supervising orders of medical and drug material in order to ensure an effective and applicable consumption pattern under budget constraints.
• Archive each document according to ALIMA recommendations
• Ensure the follow- up of stocks according to the protocol and regularly inform the Medical Referent of the state of the stock (Pre-outages, overstock, dormant stock,etc.).
• Inform the Medical Referent when the minimum thresholds are reached
3. Medical stock management
• Ensure the cleanliness as well as the spatial organization of the stock according to the management protocol in place.
• Ensure that medications are stored and stored properly according to the management protocol in place
• Make a partial inventory every month (10 of references) and a general inventory according to thepre-established work plan.
• Manage expiry dates and inform the Medical Referent or the Country Pharmacy Manager in advance of the expiry date of the products
• Quarantine expired products intended for destruction and/ or products on the expiry date in agreement with the country pharmacy director or the Medical Referent.
• Make a yearly statement ofpre-expired items and send to the country pharmacy director or the medical referent before withdrawal and placing in a quarantine zone.

4. Cold chain monitoring
• Set up the tools needed to monitor the cold chain( thermometers, log tag, fridge tag, stop- watch cards,etc.), place an order if necessary
• Ensure that the temperature of the cold chain is recorded twice diurnal morning and evening and recorded on the monitoring sheet provided for this purpose.
• Be responsible for the proper implementation of the upkeep and maintenance of refrigerators freezers in collaboration with the design’s RLP and in compliance with ALIMA recommendations.
• Inform the Medical Referent or the Country Pharmacy Manager and the logistics department of any anomaly orally and by email as soon as possible
• Ensure the cleanliness and hygiene of cold chain storage and transport equipment.
• Ensure acceptable transport storehouse of drugs vaccines during movement of unresistant cold chain products.
5. Management of supplemental pharmacies and consumer units
• Adopt the decided standardization as well as the ordering methods

Supervising the clinical activities and guaranteeing the quality of midwifery care in the MoH maternity department/ services supported by ALIMA according to National and ALIMA protocols, values and universal hygiene standards in order to provide a high- quality Mother and Child Health( MCH) care to the population.
• Supervising, supporting and evaluating the team under his/ her responsibility( MHNTs, or facility based) particularly midwives, midwife assistants and other affiliated staff in her team similar as cleaners, and MoH teams working in SRH services of facilities supported by ALIMA. Defining, coordinating, monitoring all midwife and maternity related activities in a design area, according to public SRH and ALIMA policies, protocols and standards in order to provide a high quality Mother and Child Health( MCH) care to the population.
• Planning, organizing and ensuring the implementation and supervision, in close collaboration with other medical staff, all Sexual and Reproductive health activities. sharing in the definition and update of periodic project planning and budget, and if needed, in any emergency activity or exploratory visit in or out of the design area • Informing other medical managers or doctors about any possible serious problem or complication( i.e. worsening of state of cases, problems in medicines,etc.). Coordinating and assessing the feasibility for referral of pregnant women to receive further medical evaluation, in order to efficiently manage the resources needed for delivering MCH/ SRH care while keeping good quality levels.
• Assisting and collaborating with the field doctors and nurses when required( normal or complicated deliveries, SV cases,etc.), to complement the existing human resources and contribute to the resolution of complicated cases. Ensuring the invigorated babies are followed up correctly since delivery and until discharge and that all pregnant women and invigorated children are referred to the Extended Program on Immunization( EPI).
• Managing the midwife and maternity staff in the project. Planning and supervising the associated HR processes( recruitment, training, performance evaluation, motivation, internal/ external communication,etc.) in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
