The National Electoral Board of Ethiopia (NEBE) is an independent organization established in accordance with Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. Since its establishment, the Board has organized different branch services at both the civil and indigenous levels, including the two executive metropolises. The NEBE has conducted five national elections, two original elections, and six referendums.
Since January 2019, in an effort to reform NEBE, the House of Peoples’ Representatives enacted a new proclamation that reduced the management board to five members who serve full-time for a period of six years. According to Proclamation no. 1133/2019, the board has the following powers and duties.
Position 1: Finance Expert
Education and Work Experience
Master’s or Bachelor’s in accounting, finance, economics, Business, or related field
5 years for a master's or 7 years for a BA
Knowledge
Knowledge of financial rules and regulations
Knowledge of tax laws
Knowledge of the internal implementation regulation of the organization
Knowledge of Payroll preparation
Accuracy and organization
Attention to detail
IFMIS Proficiency
suitable to work under pressure & meet tight deadlines
Good communication skills
Budgeting
Not a member of a political party.

Position 2: Program Assistant
Education and Work Experience
BA or MA degree in Management, Public Administration, Secretarial Science and Office Management, Law, Political Science, or related fields.
3 years and a bachelor's | 0 years in a master's.
Including strong experience in event management and travel
Knowledge
Proficiency in written and spoken English and Amharic is required.
Computer knowledgeable.
Knowledge of other original languages is profitable.

Position 3: Procurement Expert
Education and Work Experience
Master’s or Bachelor’s in Logistics and Supply Chain Management, Management, Economics, Purchasing and Supplies Management, Marketing, or other related fields
5 years for a master's or 7 years for a BA
Know-how (skills) (technical capabilities)
Knowledge of procurement regulations, assiduity in stylish practices, and supply chain management.
Strong negotiation skills and ability to establish mutually salutary vendor relationships.
Attention to detail and excellent organizational skills.
Proficiency in procurement software and tools.
Strong communication and interpersonal skills.
Knowledge of original and Federal working languages,
Not a member of a political party.

Position 4: Deputy Head, Finance and Budget Department
Education and Work Experience
MA degree or PhD in economics, accounting and finance, business management, or a related field.
9 years for a master's or 7 years for a PhD (4 years in a leadership position). In leadership, strategic management, and program management, related job positions.
Know-how (skills) (technical competencies)
In-depth knowledge of fiscal principles, accounting standards, and financial regulations.
Strong logical and problem-solving skills, with the ability to interpret complex fiscal data.
Excellent leadership, communication, and interpersonal skills.
Proficiency in financial management software and Microsoft Office Suite.
Ethical mindset with a commitment to transparency, integrity, and responsible fiscal practices.

Position 5: Head, Debre Birhan Branch Office
Education and Work Experience
8 years and 10 years for a master’s in law, political science, human rights, project management, or management.
Minimum of 4 years’ experience in a leadership position
Knowledge
Knowledge of the people aspect of Change management methodologies, approaches, and models
Strong organizational chops
Good communication and interpersonal skills.
Ethical mindset with a commitment to transparency and integrity.
Strong grasp of popular institutions' principles.
Ability to write and speak the civil working language, the indigenous language, and English; knowledge of fresh international and original languages will be an asset.
Strong knowledge and experience in material resource management, finance, and procurement processes.

Position 6: Deputy Head – Planning, Monitoring, Evaluation and Learning (PMEL) Department
Required Skills & Qualifications
MA/MSc or Ph.D. in Economics, Statistics, Math, Management, and other applicable fields
9 years and a master's | 7 years and a Ph.D. | 4 years in a leadership role
Knowledge of the PMEA or MEAL system, rather in the environment of choices or governance-related programs.
Knowledge of election cycles and strategic management.
Know how to think strategically and devise long-term strategies
Familiarity with electoral laws, regulations, and processes is advantageous.
Knowledge of and proficiency in quantitative and qualitative data analysis techniques.
Knowledge of PMEL methodologies, tools, and stylish practices.
Knowledge of data analytics and proficiency in quantitative and qualitative data analysis,
