Position 1 – Accountant Assistant – USAID DRM Activity  

Required Qualification and Experience  

Education Bachelor’s degree and 1 year of experience, or original combination of education and experience. 

Previous experience working in an accounting function and environment is desired. An understanding of and commitment to RTI’s mission and values.  

Discreet in the judgment and management of nonpublic matters, materials, and sensitive issues.  

Ability to answer utmost inquiries and questions independently and follow up on requests in an effective manner.  

Ability to resolve problem situations is a diplomatic and effective communicator, both orally and in writing, and ability to deal with persons of different cultures.  

Ability to understand and interpret policies and procedures and apply them with consistency in  colorful circumstances.  

Ability to follow guidelines and controls required of the position.  

Ability to function independently and carry out routine responsibilities with minimum supervision.  

Must be  complete in MS Excel and working knowledge of accounting software is preferable.  Ability to monitor the progress of a project against milestones or deadlines double- check the accuracy of information to discover  sins or missing data and strive for high- quality performance.  

Excellent management, communication, and organizational skills (attention to detail is required); flexibility and capacity tomulti-task.  

Verbal and written fluency in English is required.  

Ability to travel and work throughout Ethiopia in  delicate terrain/ conditions at times.  

Duty Station This position will be based in Addis Ababa, Ethiopia, and will report to the Finance Manager.

Responsibilities  

Provide functional support for RTI’s finance and accounting procedures.  

Support the finance and accounting team in the preparation and submission of yearly expense reports to the RTI home office.  

Support the Accountant and Finance Manager in consolidating yearly, daily and periodic expenditure projections  

Review project expenditures and financial transactions to ensure they misbehave with RTI policies and procedures, the terms of the agreement, and donor rules and regulations.  

Support the compilation of expense support documents and prepare expenses for payment  

Reconcile cash accounts for field offices.  

Support the cash management functions required in maintaining RTI bank accounts and managing petty cash accounts.  

Follow up with indigenous offices to ensure thatbi-weekly expense reports are submitted within the deadline.  

Support the finance team in the preparation of tax withholding vouchers, reconciliation with the ledger, and timely declaration to the Ministry of Revenues  Support the finance  platoon in preparing USAID VAT refunds and  insure vendors have declared their VAT yearly and submitted to USAID on time.  Reconcile yearly Handbasket receivables and Handbasket requested.  Support electronic and physical filing by printing, scanning, and timely uploading of accounting records in a well- organized manner.  Support in conducting routine spot checks and performing audits as required  Flag implicit risks and issues and recommend process improvements to the Finance Manager to mitigate risks and improve the quality of reporting.  Support the provision of training materials for indigenous finance staff.  

Perform other tasks as assigned by their supervisor.

Position 2 – Accountant – USAID DRM Activity  

Required Qualification and Experience  

Education Bachelor’s Degree and 5 years of experience, Master’s degree and 3 years of experience, or original combination of education and experience. 

Professional Accounting training or a Chartered Accountant/ Certified Public Accountant certification required. At least two years of experience working in an accountant function for a USAID project highly preferred.  

Experience working with  fiscal and banking institutions in Ethiopia.  Strong understanding and knowledge of labor and tax laws in Ethiopia.  Proven capacity to work under pressure, meet deadlines, and set priorities.  

High level of  particular and professional integrity, motivation to perform at one’s stylish.  

Proficiency in computer technology and Quick Books accounting software.  

Excellent interpersonal communication, team player, ability to maintain confidentiality and compliance.  

Excellent organizational skills( attention to detail is required), inflexibility and capacity tomulti-task.  

Verbal and written fluency in English required.

Responsibilities  

Provide functional support for the activity’s finance and accounting function.  

Track expenses and other financial transactions, mainly involving expense entry, tracking, and record keeping. 

Prepare yearly expense reports to the RTI home office.  

Coordinate and consolidate the projection of yearly, daily and periodic expenditures and prepare pipeline estimates for the project.  Reviews project expenditures and financial transactions to ensure they're in compliance with RTI policies and procedures, the terms of the agreement, and with donor rules and regulations. Issue payments in a timely manner and enter data into QuickBooks on  diurnal basis.  

Coordinate and consolidate the projection of triweekly cash conditions, monitoring cash flow and reconcile cash accounts for and from field offices.  

Perform the cash management functions required in maintaining RTI bank accounts and manage petty cash accounts.  

Follow up with indigenous offices to ensurebi-weekly expense reports are submitted within the deadline.  

Review and submit yearly bank reconciliations for all project countries.  

Flag implicit risks and issues to Finance Manager and recommend process improvements to mitigate risks and improve quality of reporting.  

Oversees the exhaustiveness of the archiving system, ensuring an applicable level of audit readiness.  

Maintain well systematized accounting files and perform audits and spots checks.  

Manage advances and outstanding aging within the permissible time frame by closely following- up with requestors.  

Prepare Tax withholding vouchers and reconcile with the ledger and timely declare to Ministry of Revenues.  

Manage and Prepare USAID VAT refund and ensure venders have declared their VAT on a yearly basis and submitted to USAID on time.  

Reconcile yearly VAT receivable and VAT requested.  

Preparation of yearly staff payroll.  Perform other tasks as assigned by his/ her supervisor.

Position 3 – Information Technology Assistant  

Required Qualification and Experience  

Education Bachelor’s Degree and 3 years of applicable experience, Master’s degree and 1 year of experience, or original combination of education and experience.  

Demonstrated experience supporting Windows PCs, servers, cloud- based applications and networks. 

Previous experience as an IT Assistant preferred.

Knowledge, Skills and Abilities  

Experience in Windows 10/ 11, Windows 2016 and 2019 server/ printersetc.  

Ability to work under pressure and within tight deadlines.  

Excellent writing and communication skills in English; proficiency in one or more original languages strongly preferred.  

Experience in the Lowland regions of Ethiopia preferred.  

Position 4 – DRM Coordination Lead – USAID DRM Activity  

Required Qualification and Experience 

Education Bachelor’s Degree and 12 years of experience, Master’s Degree and 10 years of experience in disaster risk management, development studies, political or social sciences, engineering, and other related fields.  

Experience in government- led DRM Collaboration medium in Ethiopia.  

Knowledge of and experience in DRM policy development, review, and reporting.  

Excellent management, communication, and organizational skills (attention to detail is required); flexibility and capacity tomulti-task.  

Verbal and written fluency in English is required.  

Ability to travel and work throughout Ethiopia in  delicate terrain/ conditions at times.  

Duty Station This position will be based in Addis Ababa, Ethiopia, and will report to the Chief of Party.

Responsibilities  

To strengthen and coordinate disaster risk management coordination by activity stakeholders in Ethiopia.  

Facilitate the establishment of a coordinated system of disaster risk management at regions and woreda level  

Provide support to DRM Committees at civil, indigenous, zones, settlement, and original authorities in Ethiopia. 

Support applicable networks to establish reinforce DRM system strengthening capacities and processes from knowledge sharing, including the methodical  mapping of capacities to decentralize DRM coordination at all levels.  

Strengthen the capacities of partners, applicable counterparts, and DRM institutions departments, supporting and facilitating the existing disaster networks and enhancing their roles of monitoring and reporting on the implementation of the government of Ethiopia’s DRM policy and strategy.  

Support the government DRM institutions to scale up stylish practices and lessons learned in the decentralization of DRM coordination and practice at all levels.
