Responsible Governance of Investments in Land (RGIL) / Integrated Land Use designing (PLUP)

In Federal Democratic Republic of Ethiopia, GIZ has been operating for quite forty years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
In order to strengthen agricultural productivity and production and to modernize agriculture in Federal Democratic Republic of Ethiopia, the Ministry of Agriculture is following methods for nationwide land use certification and land consolidation. The widespread fragmentation of agricultural land may be a major challenge for a additional productive agricultural sector. However, legal and social framework conditions for the honest and democratic reorganization of the agricultural space ar restricted. The accountable regional authorities conjointly lack the specified capacities and experience to implement land consolidation procedures. The population is sceptical towards the government’s reform intentions, in the main because of negative experiences and fewer democratic processes within the past.
In this context, the TC project pursues the target of making sound conditions for the implementation of democratic land consolidation procedures. As such, the framework conditions for augmented agricultural productivity ar improved, and so contribute to rising the living conditions of smallholders in addition on economic development within the involved rural areas. Hence, the target cluster is that the rural population within the selected project areas, and above all landowners whose agricultural productivity is impaired by the fragmentation of their land.
Activities are going to be administered within the following intervention areas:
Strengthening the competencies of employees of relevant national and regional authorities and civil society organizations
Development and piloting of democratic procedures and pointers with Ethiopian authorities/organizations
Support within the development of legal frameworks to make sure a constitutional approach to land consolidation.
In selected pilot areas, sensitization and communication measures for the native population are going to be administered in coordination with alternative TC comes and support are going to be provided for the coaching of land consolidation committees (LCC) in addition as for voluntary parcel swaps. The project’s implementing partner is that the Rural Land Administration and Use board of directors within the Ministry of Agriculture.

Responsibilities & Duties
Responsibilities
Ensuring financial/accounting activities ar administered in accordance with GIZ’s accounting rules and rules
Effective coordination with colleagues at the GIZ country workplace in addition as project finance team and regional offices in matters associated with money dealing process
Executing money payments and deposits at the bank
Adhere to GIZ’s money Management Instruction
Ensuring that the provided accounting services inside the project ar done properly and supporting the project to fulfill reportage deadlines
Provide a high level of internal and external client service together with taking possession of client queries and complaints and following problems through to completion.
Duties
Cashier
Handle petty money accounts
Make all money and check payments of the comes
Record money transactions on money and bank books daily
Preparation of on time Cheque payments and bank transfers as per the corporate policy:
Preparation of employees and partners travel settlement
Ensure correct and timely process of payments
Process and issue the project’s official money receipt for incoming money and withholding receipt to the money dealer where applicable
Collect correct and valid receipt/invoice and fastenment from recipients and attach with corresponding voucher
Make a timely money renewal request once the brokerage account reaches to the minimum balance
Ensure correct filing of paid documents
Reconcile money Book Balance with physical money count at the tip of the day
Sign as “Paid by’’ on all Payment Vouchers.
Administrative Assistant
Assist in workplace management tasks like filing, supply of travel, booking of hotels for rooms or conference halls, preparation of field missions and workshops, keeping the filing per GIZ procedures, keeping restricted quantity of money etc.
Coordinate booking of flights, supply of travel, booking of hotels with the administration team.
Coordinate and organize rooms for conferences.
Assist in making and maintaining a file system for the workplace per GIZ rules and rules, treats data confidentially, specifically within the areas of personnel and finance
Welcome guests during a friendly manner.
Other duties/additional tasks
Photocopies and scans documents PRN
Reports at once to the persons accountable for workplace administration and accounting on all issues in money administration and compliance with rules.
Rerforms alternative duties and tasks at the request of management
Qualifications
BA degree in accounting, business Management or equivalent
Good command of English and Amharic language,
Computer skill (MS package, and internet-based research)
Ability to deal with stress and to organize/prioritize employment underneath tight deadlines
Discipline and promptness
Resilience and patience
Availability for in-country duty visit project sites
Professional expertise
Experience
Minimum of 3-5 years in similar or comparable position.
