Position 1 Cash Based Program Specialist  

Job Description

ROLE PURPOSE  The position holder will be responsible to manage all aspects of program delivery through cash based programming which is designed to respond to disaster affected communities both for the immediate needs and long term recoveries.  This role is primarily in charge for the implementation of cash transfer program from the  original feasibility and risk assessment stage to the selection of a delivery mechanism which includes liaising with the external finance service providers when applicable.  The position holder spends  utmost of his/ her time in the field, identifying priority needs and target communities affected by natural and manmade crisis, conducting market assessment in the areas of  indigent community, conducting post distribution monitoring, establishing relationships with community, original government and leaders, overseeing field- level operations,  similar as the delivery of accoutrements / inputs, registration of complaints and payment to beneficiaries.  

ACCOUNTABILITY AND MAIN WORK ACTIVITIES  Plan has a performance management and accountability matrix SOP. Every position holder is expected to adhere to the SOP and review and review her/ his responsibility against the accountability matrix.  Project design, implementation, monitoring and evaluation( 20)  

• Responsible for ensuring compliance with organizational and statutory policies and laws on People and Culture legality matters and also has  • Responsible to ensure compliance of the design and implementation of emergency/ recovery and resilience focused cash based responses in line with applicable government policies, guidelines and procedures.  Partnership and relationship management with donors, government, and  finncial institutions( 20)  

• Represent Plan Ethiopia in  philanthropic  coordination meetings, taskforces, clusters, and specialized working groups that are related to nutrition in emergency and recovery/ resilience context  

• Liaising with government ministries, offices and bureaus,  fiscal institutions at civil and indigenous levels, and also with UN agencies, NGOs and other communal organizations.  Specialized support to cash- based response programming at all levels (20)  

• Take the lead for managing as program specialist budget holder for emergency cash- based related programming  

• Provide hands- on specialized support to the field- based plan and other staff to ensure benefit of children affected by disasters,  Actively involve and participate on cash working groups cluster meetings at all levels( 15)  

• Assist in building the capacity of cash working groups to effectively respond to  exigency cash- related  requirements; with the overall objective of protecting, promoting and improving the livelihood status of children affected by and recovering from disasters emergencies.  Documentation and sharing of stylish practices includingpost-distribution monitoring( 15)  

• Document and shares lessons and  perceptivity from experiences and evaluation of cash- based programme and project effectiveness, feeding these into original, indigenous and global networks  Capacity building for field and partners staff( 10)  

• Develops the specialized capability of colleagues,  frontal line staff and partners, and of other specialized professionals in cash- based programme planning, implementation, M&E Safeguarding Children and Young People( Safeguarding) and Gender Equality and Inclusion( GEI)  

• Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct( CoC).  

• Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully bedded in day to day work.  • Ensure that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that applicable reporting and data are submitted.

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS  

Qualifications/ experience essential  

• Master’s degree or bachelor’s degree inmicro-finance,  pastoral development, banking, disaster risk management and emergency/  philanthropic  response project management and other related fields of studies.  

• At least 5 years of applicable experience out of which 3 years on a  elderly level experience( not necessarily gained in an NGO or INGO) or demonstrated original combination.  

Experience desirable  

• Experience of cash transfers and other social safety net programmes is an advantage.  

Languages required  

• English and other original languages

Position 2 Thematic Sector Lead – Education in Emergency  

ROLE PURPOSE  The position holder will be responsible is responsible for assessment, response analysis, design, collaboration, implementation, monitoring and evaluation of the child protection in emergency programme for both refugee, migration and in the disaster preparedness, response and resilience unit by ensuring and maintaining global minimum standards across the intervention areas, by strengthening staff capacity, coordinating with other specialized leads & response team members and management, representing PIE in education cluster, refugees education working group and any education related specialized platform, ensuring response to immediate education need with  contemporaneous consideration of longer term needs and possible scenarios.

• Ensure/ lead on  original  rapid-fire and in- depth assessment of current situation using theInter-agency education minimum standards and youth Assessment resource Toolkit, in collaboration with partners and affected population; ensure assessment finding are documented, determine priorities and immediate activities and resources  • Lead the specialized proposal development; develop a realistic evidence ‐ grounded, education program plan with interventions grounded on the outcomes of assessments and the context. And  insure Plan International’s guidelines and the inter agency Minimum norms for education in Humanitarian Action  • Provide specialized support for the development of response strategy and make sure education thematic area are presented in light of the education need – girl’s education in PIE operation area and linked to the global strategic roadmap  Programme design, Implementation, M&E( 30)  

• Ensure that effective planning, implementation and coordination of inclusive education programming that address the education needs and barriers of girls education.  

• Work closely with and supervise/ guide the Coordinators to ensure that  perpetration of applicable activities is planned and  enforced in a phased and prioritized manner in full  discussion and collaboration with all applicable agencies both governmental andnon-governmental.  

• Provide specialized guidance and direction to ensure effective planning, implementation and monitoring of agreed education Programme plans and develop capacity building plans and provide training, support and mentorship education programme staff and partners.  

• Design and develop applicable monitoring, evaluation and learning systems for education interventions in collaboration with the MEAL team at country office, and ensure collection of quantitative and qualitative data and to document  crucial learning from the education response.

Ensure early and rigorous implementation of quality(Inter-agency minimum standard for education) and accountability mechanisms, as well as feedback from the affected population and other applicable stakeholders is considered throughout the response.  Information and Coordination( 15)  

• Represent and take active role in representing & build the profile of PIE in the specialized working group and education cluster and maintain acceptable accountability and transparency in our work. And maintain formative working relationships on the specific sector of education, with other NGO’s, UN agencies, host government, bilateral and multinational donors, and other principle stakeholders  

• Inform head of refugee & Migration, Head of Disaster preparedness, response and resilience,  philanthropic  director and other specialized team at CO & PA about assessment progress, emergency response implementation and strategies, project plans, progress reports, budget and other significant developments in the specific department.  Communication( 15)

• Ensure effective communication & information sharing about the education need – mainly on girl’s education, education program impact & stylish practice that will help for our influencing purpose.  Human coffers and Administration( 20)

 • Demonstrated experience in activities with communities and/ or  transnational development in INGOs working environment and preferable have experience on leading refugee & migration responses and/ or wide range of disaster

 • Knowledge of existing policies and specialized understanding of Gender Equality approach, Education in Emergency, Child Protection and Social inclusion response
