VisionFund Micro Finance Institution (S.C) is an Institution established according to proclamationNo.40/96 to provide  fiscal services to the productive poor in the  pastoral and civic areas of Ethiopia. VisionFund is currently operating in four of the Regional States of the country. VisionFund MFI is currently looking for candidates for Portfolio Management Officer and Area Credit Analyst Role. The successful candidates will have skills and experience that meet the requirements  

Position 1 Portfolio Management Officer  

EDUCATION/ TRAINING

BA Degree in Banking and Finance, Accounting or original or related.  

EXPERIENCE A minimum of 4 years of applicable work experience.  

Major Responsibilities

1 SPECIFIC DUTIES AND RESPONSIBILITIES  

• Ensures recovery of loans through loan follow- up on a case by case basis;  

• Undertakes close follow- up of the sick loans transferred to him her to confirm repayment of currently maturing debts;  • Ensures continuity of the repayment for the loan duration;  

• Carries out assessment of the borrower’s business viability by preparing  crucial performance indicators  similar as profitability, activity level of the business, management of the business,etc.;  

• Identifiesnon-performing loans that need special attention for  farther follow – up and applicable remedial action;  

• Prepares and presents periodical reports on the borrower’s business performance to  separate supervision for the overall Company considerations;  

• Contacts borrowers, visits their business and provides advice to settle the arrears, overdue amount, improve utilization of the facility within mutually agreed time or gets better business management and performance;  

• Writes a notice to borrowers who do n’t respond positively to advise them to make immediate repayment and arranges meetings with them to discuss the matter;  

• Seeks remedial actions for loans  unfit to rehabilitate; prepares proposal and presents the case with applicable documents to supervisor to decide on the issue;  

• Forwards loans  unfit to rehabilitate to the Legal Officer to take legal action;  

• Initiates write off proposal to the supervisor for conducting  once write off to follow up any attachable property for the write off case in collaboration with the legal Officer.  

2 Portfolio Management  

• Prepares portfolio concentration limit manual based on the market and  profitable situations;  

• Sets portfolio plans of the Company and prepares applicable ongoing activity reports to the operation;  

• Conducts loan pricing studies based on the credit risk classification of the Company;  

• Presents provisioning reports of the Company in line with the NBE directives;  

• Corresponds with branches and other credit originating organs on the subject of credit risk rating;  

• Reviews and presents  commentary on the Credit threat bracket Manual of the Company;  

• Conducts studies on financial ratios of different industries and determines industry average;  

• Reviews and presents issues for revision on the credit policy and procedure of the Company;  

• Follows- up proper rectification of audit reports on credit processing and creit risk factors;  

• Ensures the collection/ storage and  compendium of credit information of customers;  

• Ensures the timely receipt of regular credit reports from Area and Branch Offices;  

• Ensures the updating of the “data base” from the yearly loan returns;  

• Approves and reports credit information data of customers to the National Bank of Ethiopia;  

• Entertains customer and/ or branch’s queries pertaining to credit information;  

• Provides yearly credit management information to the Risk and Compliance Management Services in a prescribed format along with explanation for variations;  

• Generates information on portfolio concentration of branch on yearly and daily basis;  

• Reports on non- performing loans by age,  profitable sector, branch and type on daily base;  

• Reports on loan provisioning on daily,bi-annual and periodic basis;  

• Works out on the remedial action for problem loans which could be rehabilitated through rescheduling, refinancing, legal action.etc.; and report to supervisors,  

• Follows- up the progress of the cases assigned to legal officers;  

• Handles and processes foreclosure case;  

• prepares statements of claim and defenses declaration or affidavit and memorandum of appeal;  

• Seeks attachment on properties to recover the loan loss before judgment when circumstances justify;  

• Attends to court cases to which the Company is a party;  

• Prepares periodic performance reports;  

• Performs other duties as assigned by the supervisor.  

WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED  

Office environment typical office based but there could be occasional field travel. Travels to address up to. of her/ his  Location Addis Ababa  

Position 2 Area Credit Analyst  

EDUCATION/ TRAINING BA Degree in Banking and Finance, Accounting or related field.  

EXPERIENCE A minimum of 4 years applicable work experience. The Credit Analyst is responsible for data collection, assessment of performance of Area and Branch Offices and prepares performance reports; follows up low performing Branches and gives feedback the supervisors. He she also coordinates  functional activities related to loan disbursement and repayment of the Company.  

SPECIFIC DUTIES AND RESPPONSIBILITIES  

• Supports and advices Branch Office staff in all areas of the core process data capturing tasks and other activities that need support of the Department;  

• Supports and guides the Branch Offices for proper data capturing procedure and reports any deviation of report from the intended one to the Area Manager  

• Collects yearly and timely status report from the Branch Offices and responsible to produce performance reports coordinating the data capturing team in a way suitable for users;  

• Reviews the performances of each branch against the periodic target, communicates the Branch offices for any  explanation of variances on performance against the plan and submits written status and progress report to the supervisors;  

• Responsible to follow the performances of low performing branches as well as loan programs.

• Strictly follows and reports the status of past due and  tardy loans to the Supervisors and follows the implementation of the actions to be taken to recover the loan;  

• Ensures the accuracy of performance reports and checks the accuracy of the report with the Area  fiscal reports and reconciles the two reports whenever there's a difference;  

• Regularly follows collection plan and performances and insuring timely utilization of funds;  

• Communicates and provides input to the supervisors in making decision about the transfer of idle fund to branches;  

• Facilitates the fulfillment of  functional formats of the branches and request for printing based on the required volume of the branches in the Area;  

• Identifies possible credit risks through analysis of clients business, field supervision, referring loan repayments and predictions from informal reports; closely follows up the performance of credit Disbursement progress; repayment progress of fresh loan; repayment progress of loan in arrears;  

• Identifies threats and opportunities of credit operation in the  financial year under probe and reports to the Supervisors;  

• Reviews the reports of branches periodically to identify the irregularities that might occur and forwards the scrutinized challenges with the most likely solutions to the supervisors;  

• Maintains an acceptable database on credit and all other applicable information;  

• Reports any problem, which can not be solved at his/ her capacity to his/ her immediate Supervisors for remedial action;  

• Carries out performance analysis using  colorful tools  

• Takes part on the study of new branch offices to be opened in the  financial year;  

• Prepares the monthly  functional formats requirements timely;  

• Produces timely reports on credit operation on diurnal, daily, yearly and daily basis;  

• Performs other duties as may be given by the Supervisor.  

Location West Area Office/ North West Area Office.{ Addis Ababa & Ambo}  

Specialized AND OTHER SKILLS  

• Good teamwork;  

• Demonstrated specialized ability to interact and work effectively with others at all levels;  

• Basic computer skills and excellent written and oral communication skills;  

• tone- starter and perseverance in character;  

• Be  complete in Microsoft with excellent excel spreadsheet skills;  

• Very good communicator.
