Position 1 Cashier and Store Keeper
Job Description
Major and Responsibilities
• Effects approved cash payment, fuel coupons and materials from store
• Handles cash collection and timely deposit in the bank
• Prepares RO/ Project/ AP’s revolving fund replenishment
• Prepares deposit voucher to record cash collection and deposits
• Ensure proper reconciliation of physical count with bin cards and stock cards and report the results to the RO/ Project/ AP Finance Officer regularly
• As the cash custodian, he she ensures safety deposit of financial assets, handles the material supplies according to the material management and finance guidelines of WVE
• Report the likely risks to the store and properties therein before any damage occurs and report any damage or missing properties in the store immediately after incidence and seeks safe disposal as soon as possible.
• Handles all bank matters except collecting check books, which have to be done by the accountants;
• Assists the accountant in canceling payment document, i.e. putting paid stamps on used receipts, invoices and rechecks the completeness of financial documents, approval signatures and attached fiscal documents.
• Ensure receipt of all goods materials procured/ supplied by donation into the warehouse, certify that they're as detailed on supporting procurement documentation and accepted by incoming inspection, against issuing of Goods Receiving Note (G.R.N)
• Properly manage goods materials in an orderly manner according to the stock classification, oversees and administers the operations of stock movement
• Distribute stock items transit items against a properly authorized ware house requisition and adjust bin card consequently.
• Store operation as per the standard and timely inventory and recording.
• Maintain files appropriately to the activities of the work unit, similar as invoice, copy of P/ R, P/ O, GRN, Warehouse Issue Ticketetc.; distribute copy documents to the concerned work unit & staff.

Position 6 Institutional Capacity Strengthening and Social Accountability( ICSSA) Officer
Job Purpose
The Institutional Capacity Strengthening and Social Accountability( ICSSA) officer will assume a specialized role in the World Vision Zonal Coordination Office for SPIR II based at West Harerghe, Habro. Job Description
Location Of Work Gubalafto Contract Duration Until December 15, 2023
• Supporting woredas and PHCU in planning and conducting nutrition screening activities;
• Ensuring existence of functional referral pathways and linkages between communities and HF and vice versa;
• Promoting the availability of services to which beneficiaries can be referred, training of staff in nutrition webbing and referral services;
• Ensuring that HFs are equipped with minimal supplies needed for nutrition webbing activities,(e.g. MUAC tapes, registration and reporting format, referral forms, guidelinesetc.);
• Promoting and supporting community mobilization and sensitization activities towards nutrition screening program.
• Support and assist Woreda Health Offices and PHCUs in the piloting of Family MUAC approach.
• Facilitate yearly Review meeting with the SC, OTP sites, health workers and woreda health office staffs at cluster and woreda levels;
• Conduct regular probative supervision and provide specialized support on stabilization Center and Outpatient Therapeutic Program sites every week;
• Ensure linkage of OTP discharges, MAM children, and acutely Glutted PLW to distribution of protection and TSF ration( If applicable);
• Print, laminate and Provide the necessary OTP/ SC guide lines and protocols for running OTP/ SC, photocopy for other affiliated activities;
• Conduct capacity assessment of SC, OTP sites, and staffs to identify the minimal support package/ transition
• Ensure Job aids are available in Health posts( HEW quick reference, Look up table, report format, tally sheet, rotund nut and drug stock control balance form)
• Ensure the integration of IYCF to CMAM programming through strengthening of psychosocial & emotional sites & IYCF promotion & counseling;
Job Requirements
BSc degree in Public Health/ Clinical Nursing Nutrition and related health field of study preferred from accredited universities or health colleges minimal three years of working experience with NGOs in CMAM program, specific to OTP/ SC; Certificates on
• Acute malnutrition 2019 revised guideline training

Position 10 SPIR II Food Assistance Monitoring and Compliance Specialist
Job Purpose
Food Assistance Monitoring and Compliance Specialist is responsible for the survey, need assessment, planning, implementation, control and documentation of both monitoring and compliance activities. Will be responsible for the maintenance of detailed monitoring and compliance plan implementation effectiveness, design practicable schedules, maintain data quality and improve food assistance management systems; including procedures, records, implementing partners overall capacities, risk analysis, development of risk management plan and ensure its implementations. This position will maintain and elevate the level of standard food assistance management and delivery in accordance to World Vision food backing primer, World Vision accountability manual, donor conditions and standard operating procedures including environmental compliance in leading and closely working with Consortium Food Assistance Compliance Coordinator & Monitoring Officers and Partners Compliance/ monitoring Officers taking professional lead to ensure and implement program accountability and comply with donor, original mates procedures and SPIR II requirements. Will also enhance capacity of consortium compliance and monitoring team and implementing partners through specialized skill transfer and get use technologies acclimatize systems to ensure functional quality, accountability and compliance across enforcing agencies. Monitoring and Compliance Activities Planning and Designing.
• Lead and support monitoring and compliance team in planning and ensure execution of food assistance monitoring and compliance plan for the improvements of operations as per food aid/ food assistance monitoring and compliance principles, standards and procedures.
• Establish and ensure standard food assistance functional procedures will be implemented infunctional areas of SPIR II food assistance.
• Improve monitoring and compliance systems, develop tools and mechanisms to ensure quality commodity operation in terms of warehousing, documentation, overall commodity flow and food transfer.
• Develop/ revise monitoring and compliance tools way that encompasses expanded functional geographic areas.
• Lead monitoring and compliance team to ensure transfer of entitlements are made according to the standard portion size.
• Ensure effective monitoring and compliance planning according to philanthropic core standards and principles to ensure that resources can be transferred to program beneficiaries appropriately.
Coordination and Collaboration
• Work nearly with SPIR II food assistance management platoon, enforcing partners, and coordinate food assistance specialized team to improve and enhance food assistance functional quality through supporting in the development and implementation of standard operating procedures.
• Lead Monitoring and Compliance TWG and represent food assistance management in any food assistance monitoring and compliance affiliated meetings sessions.
• Lead monitoring and compliance works in cooperation with food assistance management, food monitors, and compliance team at both headquarters and field offices.
• supereminent food backing monitoring, compliance and accountability processes are effective, transparent and all components are implemented and issues are addressed.
• Ensure all stakeholders’ engagement in the process of food assistance management and transfer to ensure program accountability is effectively and transparently delivered.
• Coordinate with partners’ level compliance personnel for effective compliance plan implementation and risk based monitoring is conducted and findings are duly and timely closed.
• insure implementing partners are supported on any specialized aspects needed and monitoring works are probative and result based.
• The specialist participates in East African Regional Office MEAL team periodic specialized meeting involves in the development and review of specialized documents development before adapting to original context.
• S/ he monitors port survey, destinations( PDPs) and get survey reports in coordination with the independent surveyors. Performing Monitoring Activities and Reporting
• Support planning, facilitate and ensure conducting of regular live food distribution compliances to monitor compliance of food distribution process to institute and patron agreed norms.
• Support planning, facilitate and ensure conducting of regular commodity end use check in targeted woredas after the completion of each food distribution round to check and corroborate beneficiaries have received their entitlements as per the standard rations sizes and verify other applicable information of program beneficiaries.
• Support planning, facilitate and ensure conducting of regular warehouse inspection in target woredas secondary warehouses to check and ensure advanced level of Compliance to donor and Consortium level standards in commodity handling and warehouse management practices.
• Support planning, facilitate and ensure conducting of periodic post distribution monitoring in targeted woredas after the completion of each food distribution round to check and corroborate beneficiaries have received their entitlements as per the standard rations sizes and verify other applicable information of program beneficiaries
• Ensure regular monitoring if controlling mechanisms and procedures are established and practiced at FDP, Woreda and PDP level of operations to maintain acceptable food commodities handling, movement and distribution of food commodities to mitigate risk of fraud and misappropriation of program resources.
• Ensure that all kinds of food assistance risk monitoring methods and tools are used at all food assistance handling and management level to comply with all standards.
• Ensure that monitoring/ compliance activities are carried out to the required level and standard and quality monitoring/ compliance reports are timely produced, compiled and shared with all concerned bodies.
• Grounded on monitoring findings and observations, continuously provide feedback to field level staff and management, compliance officer and Food level manager for follow up and operation quality assurance.
Capacity Building and Supervision
• Support on recruitment of monitoring, warehouse staff, and contribute to performance management of those staff and ensures positive and cooperative working relationships in line with WVE’s Code of Conduct in collaboration with SPIR II food assistance operation.
• Identifies commodity staff capacity gaps and facilitates capacity building plan.
• Support and sometimes lead regular team meeting to review program progress and facilitate learning.
• Engage and ensure that applicable tools like monitoring and warehouse staff performance management, coaching and mentoring are rehearsed within warehouse commodity operation team to enhance smooth staff relations and ensure responsibility.
• Supervise food aid officers and compliance coordinator directly and enforcing partners monitoring and compliance platoon laterally.
Job Requirements
KNOWLEDGE/ QUALIFICATIONS FOR THE ROLE
Required Professional Experience 8 Years of experience in food assistance/ food aid programs, disaster mitigation and development related fields with a minimum of 5 years of work experience on food aid/ food assistance monitoring/ compliance.
Required Education, training, license, registration, and certification MA/ MSc or BA/ BSc Food Science, Agricultural Economics, Business Administration, Accounting, Disaster Management, Agriculture, Rural Development, and related fields.
Preferred Knowledge and Qualifications
• Strong knowledge and understanding of PSNP and USAID Food Security and Resilience programs
• Demonstrated capacity on commodity monitoring and compliance team coordination/ management.
• Experience in food assistance programing, Grants project operation, Market assessment and Analysis, Cash transfer programing, food aid monitoring and report writing.
• Good understanding of philanthropic standards and core principles
• Good knowledge of original environment
• INGO experience
• Ability to work in high tension and high security threat situations
• Ability to work in and contribute to team building environment trip and/ or Work Environment Requirement
• Office grounded with travel to the field
