Embassy of Ireland invites qualified applicants for the following job positions.  Ireland has enjoyed bilateral relations with Ethiopia since 1994 its Embassy in Addis Ababa was first opened. Ireland’s engagement in Ethiopia is guided by the Government of Ireland’s general foreign policy which seeks to promote a more secure, just, fair, and sustainable world.  Irish Aid, Ireland’s program for transnational development, envisages a world where people are empowered to overcome poverty and hunger, and fully realize their rights and potential. Irish Aid in Ethiopia therefore aims to benefit the poorest and most vulnerable sections of society.  

Position: Senior Government ProgramThe  Manager (Maternity Cover)  

Overview of Role 

The Temporary Maternity Cover Senior Programme Manager will report to the Deputy Head of Development Cooperation. They're expected to contribute towards strengthening the Embassy of Ireland’s approach to and engagement to provide, a strategic understanding of the governance environment in Ethiopia, to both the governance team and the wider Mission team.  The successful candidate will contribute to implementing the six-year mission strategy and play a supereminent role in accelerating progress towards Governance within the Embassy and through our external relationships, policy engagement, partnerships, and programs.  

Role 

Support the implementation of Ireland’s foreign policy and development strategies, including The Global Island Ireland’s Foreign Policy for a Changing World; Ireland’s transnational development policy A Better World, and Global Ireland Ireland’s Strategy for Africa to 2025. 

Work with the Embassy team to implement the Embassy’s Mission strategy, particularly the Governance outcome. 

Contribute to the overall planning and work of the Mission, including providing policy advice, briefings, and recommendations to senior management. 

Support strong institutional partnership management with crucial partners and lead the management of the Governance portfolio of grants in line with grant management standards. 

Effectively contribute to overall strategic planning, periodic business planning and reporting as well as staff performance and development. 

Coordinate and collaborate with crucial external stakeholders including other donors and government. 

Other duties as may be required.  

Essential requirements candidates must be  suitable to demonstrate 

An applicable qualification at the Master’s level and a minimum of 5 times progressively responsible elderly management experience in areas of related fields similar as Public Administration, International Studies, Political Science, Law, Human Rights, and Economic Governance. 

Knowledge and understanding of  propositions,  

generalities and approaches applicable to governance strengthening, social responsibility, democratization, and civil society in the Ethiopian environment. 

Familiarity with crucial public policies, institutions, and programs applicable to governance. 

Sound knowledge and experience of recent developments and approaches in transnational practice in good governance and governance strengthening as well as cross-cutting sectors including gender, reducing humanitarian need, climate change, social protection, profitable, social and political rights, and practical conduct to deliver them. 

Significant knowledge and experience relating to the operating environment for civil society in Ethiopia. 

The candidate must be fluent in English.  

Examples of being solutions-oriented and committed to delivering results and taking responsibility for quality outcomes. 

Experience in leading strategic planning and monitoring/ evaluation/ learning enterprise performing by well-defined and attainable work plans, strategies, and analysis. 

Examples of financial analysis and budget management at a management level. 

Examples of excellent interpersonal & communication skills in the workplace are being conclusive, working in a platoon, and dealing effectively with people in external associations. 

Proficiency with MS Office Suite including Word, Excel, Outlook, and PowerPoint.   

Willingness and ability to travel frequently, to remote areas.  

The successful seeker must have a legal annuity to live and work in Ethiopia previous to reclamation.  

Terms and conditions of employment 

The successful candidates will be hired on a 6-month contractual basis with an exploration period of 30 days. 

Entry point of scale for Pay Scale ONE PLUS (€  3,141.27 per month) paid in original currency. Hires are paid directly to a bank account;  thus, the successful seeker must have a bank account. 

The position will have a periodic leave allowance of 10 days for a 6-month Contract, exclusive of public holidays. 

Working hours are Monday to Thursday 800 am to 500 pm, and Friday 800 am- 1400 pm with aggregate working hours not exceeding 48 hours per week as per original labor law.  

Salary€  3,141.27 ERU/ Month
