The Norwegian Refugee Council( NRC) is an independent, humanitarian, non-profit,non-governmental association that provides backing, protection, and durable results to deportees and internally displaced persons worldwide. The maturity of our more than 4000 staff members are public workers in NRC’s systems in over 30 countries in Africa, Asia, America, and Europe. The NRC Ethiopia program was established in June 2011 to help Somali deportees in Dollo Ado and Eritrean deportees in Shire. NRC snappily came a leading sanctum agency in Ethiopia and designed the government- approved transitional sanctum for Dollo Ado heirs. NRC is perfecting the living conditions of deportees in the named camps through the provision of Shelter and Education (Youth Education Pack & Alternative Basic Education) while continuing to explore other applicable core competencies in line with emerging requirements for refugees. NRC mainstreams gender and protection throughout all program activities and is an active, substantiation- grounded advocate with a view to enhance the situation of NRC’s target groups.
Position 1: HR and Administration Assistant
Role and responsibilities
The purpose of the HR/ Admin assistant position is to help in the day- to- day implementation of the support functions responsibilities. Use conduct words similar as conduct or assist for the position applicable responsibilities.
Generic responsibilities
- These responsibilitis shall be the same for all positions with the same title. The responsibilities shall be short and essential.
- Details belong in the Work- and Professional Development Plan.
- Ensure compliance with NRC programs and the original labor law in all procedures and processes.
- Assist with the implementation of support function portfolio according to plan of action.
- Provide support in recruitment processes, including announcements, filling applications, inviting candidates, organizing interview venues & attend, etc.
- Assist in the perpetration and training of staff in NRC’s HR policy and procedure.
- Promote and share ideas for enhancement of the support function.
- Coordinate with applicable partners, suppliers, authorities, lawyers etc.
- Property handle complaints and grievance procedures
Specific responsibilities
- These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new hand is hired or the environment changes significantly.
- Provide and facilitate induction for new staffs joining NRC;
- Ensure each staff has employment contract, JD and other applicable documents in their personnel file;
- Follow up and report on the status of performance management and documentation to line director;
- Provide support on facilitating contract agreement for incitement workers, casual workers and temporary staffs;
- Academic and Professional Qualifications

Position 2: Shelter & WASH Officer
Generic responsibilities
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated support function portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper form of documents
- Promote and share ideas for improvement of the support function
- Capacity building of the WASH Assistants as agreed in the performance development plans
- Supervision of contractors engaged by NRC to ensure work is done as per drawings, specialized specification and to the loftiest quality standard.
- Preparation of reports, specialized guidelines, drawings and other strategic documentations.
- Ensure smooth handling and continued water reticulation system in the implementation in the IDP camps.
Specific responsibilities
- Together with the other marshland staff, appropriately design, coordinate, supervise, apply and closely monitor substantially the specialized aspects of both the emergency and longer term WASH activities and interventions for the IDPs, returnees, and host communities in Somali region in line with the proposals, strategies and donor requirements;
- To ensure that all planning processes and BoQs are in line with budget planning, popular constraints and in accordance to the contractual obligations to the donor and make sure that all BoQs and specialized specifications are shared with the concerned partners.
- General professional competencies
- BSc degree in Hydraulics, Water Resource, Civil and other related field.
- minimal 6 years’ experience for diploma holders and 4 years for degree holders on WASH and the design of water force schemes and other WASH facilities.
- Experience from working as a WASH Engineer/ Officer in a humanitarian/ recovery context
- former experience from working in complex and unpredictable contexts as WASH Engineer
- Documented results related to the position’s responsibilities
- Proven practical experience undertaking water supply designs, civil works and implementation both pastoral and civic systems for at least 5 years. IDP experience preferred.
- Knowledge of AutoCAD, Water CAD or any civil works design software is largely desirable
- Experience in drilling boreholes, shallow wells and hand dug wells and designing water supply system from the source up to the distribution points.
- Proven practical experience undertaking water quality analysis( bacteriological, chemical and physical) in a busy institution or organization.
- Experience of working with INGO in a analogous capacity will be an added advantage
- Excellent communication( spoken and written) skills, including the ability to explain and present complex specialized information
- Sensitivity to the requirements and priorities of underprivileged populations( minority groups etc.)
- Cultural awareness and experience of working of different stakeholders
Community mobilization skills
- Language Fluency in written and spoken English is essential and original language is must.
- Excellent capacity building and facilitative supervision skills.

Position 4: Logistics Technical Assistant- Warehouse
Generic responsibilities
- Effectively receive/ dispatch commodities including transshipment( truck to truck) against functionary approved documentation( e.g. waybills and/ or delivery notes) ensuring accuracy in physical count of commodities including the quality in compliance with the established standards.
- Prepare, verify, and sign off storehouse and transport documents, and maintain nonpublic files and accurate warehouse transaction records to ensure immediate reporting on commodity movements in line with the commercial requirements.
- Conduct daily warehouse closing reconciliation and accurate inventory checks supporting internal control systems in compliance with the warehouse management requirements.
- Perform diurnal examinations and prepare reports on the quantity and quality of the commodities received dispatched and handled, detect promptly, and dissect reasons for stock discrepancies damages, investigate missing quantity and prepare warehouse loss reports recommending applicable solutions, to enable informed decision- making.
Professional competencies
- BA degree in Supply chain management, business management and other related

- NGO experience is a plus
- Fluency in Somali and English, both written and verbal.
- Context related skills, knowledge and experience
