Senior Sanitation and Hygiene Promotion Manager – Re-advert
Job Overview
The Senior Sanitation Hygiene Promotion Manager (Senior SHPM) is responsible for capacity development and the development, documentation and nonstop improvement of approaches, methods, guidelines and tools for sanitation and hygiene promotion, or behavior change in the IRC Ethiopia EH Programming.
The Sinior SHPM will work closely with Senior EH (WASH) Manager, Senior Program Manager, and EH Coordinators, sanitation and hygiene promotion field team as well as project clients to develop and support excellence in the IRC WASH soft component and behavior change in the program/ projects.
Major Responsibilities
Project Development, Implementation and Monitoring
• Develop context specific hygiene and sanitation promotion strategies, including behavior change communication strategies, as well as tools and methodologies to ensure effective programming.
• Craft quantitative and qualitative assessment including constructive research to identify and prioritize current barriers to behavior change and advise hygiene and sanitation promotion BCC development;
• Develop and use tools to assess the efficiency of IRC Ethiopia hygiene promotion interventions.
• Craft and establish monitoring tools and data management systems to promote bettered and effective data management, storage and analysis.
• Work collaboratively with other sectors or themes to ensure that sanitation and hygiene promotion behavior change approaches are optimally coordinated with the activities of other sectors and that opportunity for alignments across sectors & themes are identified and leveraged.
• Work closely with EH team to develop new proposals and budgets, respond to donor questions.
• Support EH managers to ensure that conditioning under all active projects are performed implemented with harmonious approaches and quality, and on time.
Capacity Building
• Develop sanitation and hygiene promotion or behavior change and communication capacity building strategies and packages
• Build capacity of EH team in collaboration with, EH fellow and field team to plan and implement quality projects.
Knowledge Management
• Maintain over- to- date knowledge and awareness on behavior change evidence- grounded approaches in EH sector encyclopedically and in country and incorporate identified promising practices into IRC Ethiopia’s approaches through applicable pilots and roll- out strategies in colorful surrounds.
• Promote knowledge management of hygiene promotion by exchange of knowledge, information, situation analysis, experience or lessons learned on major program directions and on introduction of new initiatives.
• Present findings in colorful fora in country and beyond Communication, Collaboration and Networking
• Take leadership( or collaborate with applicable stakeholders) to ensure development of effective hygiene communication materials and strategies to bring anticipated hygiene behavioral change at target community, advocacy, social mobilization and emergency efforts.
• Liaise with applicable partners and forums for sharing stylish practices and assignments learned around hygiene
Job Requirements
• At least 6 or 4 years experience for degree or masters holder respectively with marshland programs, with at least 2 years elderly level management in relation to EH behavior change and communication; and out of it at least 3 years focusing on hygiene and sanitation promotion;
Educational Requirements
• University degree or Masters in health, public health, social sciences, communication, or another related field
Preferred experience & skills
• Experience in behavior change communication( SBCC) and integrating gender considerations into activities, preferred.
• Proven experience in crafting hygiene and sanitation strategies and campaigns, applying colorful communication channels in different community settings.
• Knowledge of transnational standard methodologies in WASH social and behavioral change and communication (SBCC);
• Strong facilitation and mentoring skills, and evidence of their application
• Work experience in pastoral community and refugee settings preferred.

Environmental Health Manager
Job Overview
The EH manager is responsible for specialized oversight & support of water, sanitation, and hygiene promotion projects, and building the capacity of EH staff mostly grounded in Assosa field office operation on WASH projects both at refugee camps and original community. The EH manager reports to the field coordinator and technically reports to the for country EH coordinator.
Major Responsibilities
Coordination and representation
• Assist the coordination of EH projects in Assosa field office refugee camps, surrounding host communities.
• Coordinate with Senior Hygiene Promotion Officer and Senior EH Manager other specialized unit members to ensure targeted support from field, effective, and quality programming.
• Ensure effective coordination of EH projects at camp level with the different partners including donors and monitoring agencies.
• Represent IRC in the field by participating on different philanthropic emergency coordination forums for both the refugee camps and original community WASH projects.
• Promote leadership, project integration and team building.
Project implementation
• Ensure that EH projects are implemented in a timely and professional manner, according to goal, objectives, and indicators and in line with IRC and donor requirements and beneficiary needs.
• Ensure proper documentation of EH activities and experience at camp level and share for field office & for concerned when required.
• Maintain close contact with Managers and elderly officers in IRC Assosa field camp sites to ensure effective specialized, logistical and management support for all aspects of project implementation.
• Conduct regular monitoring and specialized support visits to project sites and camps.
• Conduct needs assessments, project reviews, andpost-project impact assessments as needed and directed.
Monitoring & evaluation
• Maintain a regular system of project progress monitoring and evaluation.
• Strive to increase program quality through all stages of implementation.
• Develop and maintain systems to measure impact and quality of projects.
Capacity building
• Monitor ongoing capacity building activities in the EH team, identify gaps and capacity building needs and propose targeted trainings to improve overall team capacity.
• Mentor and support Assosa FO camp elderly officers and officers to increase their ability to perform effectively.
• Organize and conduct trainings and workshops for IRC Environmental Health staff.
• Support the EH field staff in designing & organizing training/ workshops for members of the refugee and host communities.
Strategy
• Remain abreast of new developments in the sector and disseminate ideas, tools and approaches amongst EH team.
• Represent IRC EH at external and coordination meetings with IPs, IOs and donors.
• Participate in strategic planning of the sector.
Proposals
• Supervise/ conduct needs assessments in the sector of water and sanitation, hygiene and health promotion when required.
• Actively participate in preparation of proffers, especially log frame, specialized description, and budget development. Human Resources Staffing
• Identify staffing needs and assists with reclamation when necessary.
• Assist in the orientation of newly arrived staff.
• Support Field Coordinator, camp managers and elderly officers with IRC performance reviews for camp- based staff.
• Strive to improve and maintain overall team atmosphere and foster team- structure relationships.
Supply chain/ Finance
• Liaise with IRC Administration, supply chain, and Finance Departments to ensure smooth operations and applicable support to ensure smooth project implementation.
• Raise and follow up on purchase requests, conduct equipment and materials inspections and ensure timely supply of materials to point.
• Develop and maintain tools to monitor project progress, financial commitments, and expenditures against budgets as necessary.
• Maintain budget plans & monitor spending for allocated EH budgets.
• Monitor utilization of inventories and work closely with others on effective and effective use of resources and old grants.
Reporting
• Provide timely trip reports and/ or yearly reports to field coordinator & EH Coordinator/ Assistant EH coordinator.
• insure and coordinates timely product of yearly reports by EH staff based on qualitative and quantitative indicators of project status.
• Provide input as required to complete donor reports.
• Other duties as assigned by the supervisor.
Job Conditions
Educational Requirements
• BA/ MBA graduate (master’s Level preferred) in civil, water resource engineering, environmental or public health or another affiliated field.
Preferred experience & skills
• 4 years applicable experience in EH, preferably in a philanthropic setting (refugee camps, pastoral development, or emergency response) for first degree
• 3 years applicable experience for postgraduate.
• At least 2 years management experience.
• Competent in Windows, MS office, & Auto Cad, Water Cad, Epanet, email and database experience.
• Experience of supervising staff and interaction with transnational staff and mates and donors.
• Proven management, project planning, organizational, interpersonal, and communication skills.
Language Skills
• Fluency in English, spoken and written.
