National Electoral Board of Ethiopia (NEBE) is an independent organization established in accordance with Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. Since its establishment, the Board has organized different branch offices at both the civil and indigenous levels including the two cities. The NEBE has conducted five public choices, two original elections, and six referendums. 

Since January 2019, in an effort to reform NEBE, the House of Peoples’ Representatives enacted a new proclamation that reduced the management board to five members who serve full-time for a period of six years. According to Proclamation No. 1133/2019, the board has the following powers and duties. 

Position 1: Cashier 

Education and Work Experience 
 • Masters or Bachelors in Accounting & Finance, Economics, Business or related field 
 • 0 years for Masters or 3 years for BA 

Financial news subscriptions 

Knowledge 
 • introductory mathematics knowledge 
 • IFMIS system knowledge related to cashier 
 • Proficiency in original languages is preferable.

Position 2: Junior Finance Expert II 

Education and Work Experience 
 • Masters or Bachelors in Accounting & Finance, Economics, Business or related field 
 • 2 years for Masters or 4 years for BA 
 Knowledge 
 • Knowledge of financial rules and regulations 
 • Knowledge of tax laws 
 • Knowledge of Internal implementation regulation of the organization 
 • Knowledge of Payroll preparation 
 • Proficiency in original languages is preferable.

Position 3: ICT Support Expert 

Education and Work Experience 
 • Master or BA degree in Computer Science, Information Technology, Computer Networks and other related fields 
 • Minimum of 5 years for Masters or 7 years for BA in ICT support or a similar role. 

Knowledge 
 • Strong understanding of electoral processes and indigenous operations. 
 • Reporting and documentation capabilities. 
 • Managing complex payrolls. 
 • Not a member of a political party. 
 • Proficiency in original languages is preferable.

Position 4: Political Party Affairs and Election Operation Expert 

Education and Work Experience 
 • Master or BA degree in Politic Science, Development Studies, Human Rights, law, Project Management, Management, Business Administration, Economics, Public Administration, or any related field and other related fields 
 • 5 years for Masters or 7 years for BA 
 Know- How( Skills)( Technical competencies) 
 • In-depth knowledge of political systems, electoral processes, procedures, regulations, and political party dynamics. 
 • Strong interpersonal, communication, and mentoring skills, with the ability to build rapport and credibility with different political stakeholders. 
 • Proven ability to work effectively in a cooperative team environment and across artistic contexts. 
 • Ethical mindset with a commitment to transparency, impartiality, and popular values. 
 • Strong coordination and task execution skills. 
 • Awareness of security measures related to elections. 
 • Problem-solving skills for addressing functional challenges.

 • Proficiency in Microsoft Office Suite and logistics management software. 
 • Strong organizational and multitasking abilities. 
 • Excellent communication skills, both written and verbal. 
 • Detail-oriented with a focus on accuracy in documentation and record-keeping. 
 • Problem-working skills and the ability to work well under pressure. 
 • Familiarity with logistics and supply chain processes and terminology. 
 • Proficiency in original languages is preferable

Position 6: Procurement Expert

 • Masters or Bachelors in Logistics and Supply Chain Management, management, Economics, purchasing and supplies management, Marketing or other related fields 
 • 5 years for Masters or 7 years for BA 

Know-How (Skills) (Technical competencies) 
 • Knowledge of procurement regulations, industry stylish practices, and supply chain management. 
 • Strong negotiation skills and ability to establish mutually salutary vendor relationships. 
 • Attention to detail and excellent organizational skills. 
 • Proficiency in procurement software and tools. 
 • Strong communication and interpersonal skills. 
 • Proficiency in original languages is preferable. 
 • Not a member of a political party.

 • Knowledge of the people aspect of Change management methodologies, approaches, and models 
 • Supply Chain & logistics concepts and application( Ethiopian Labour Law and employment-related regulations, Property administration

 • Shall know IF- MIS & EREP Software training.
